About the Project Accounting Manager Role

A confidential government entity in Riyadh is seeking an experienced Project Accounting Manager to oversee the financial management of real estate development and construction projects. This full-time position requires a professional with a strong background in project accounting principles and practices.

Role Overview and Collaboration

The Project Accounting Manager will be responsible for the comprehensive financial oversight of projects, ensuring robust financial governance throughout their lifecycle. This involves close collaboration with various internal teams, including Development, Engineering, Project Management, Procurement, Treasury, and Commercial departments, to ensure alignment and effective financial control.

Key Responsibilities

• Lead project cost accounting, monitoring project budgets, commitments, and expenditures.
• Oversee construction accounting, including Work in Progress (CWIP), capitalization, and fixed asset transfers.
• Prepare project budgets, forecasts, cash flow projections, and cost-to-complete analyses.
• Review contractor payment applications, contract variations, and retention balances.
• Produce monthly project financial reports, dashboards, and performance analysis.
• Support revenue recognition for development projects in accordance with IFRS.
• Coordinate with Treasury on project funding and financing requirements.
• Ensure compliance with IFRS, SOCPA, VAT, ZATCA, and company policies.
• Support ERP enhancements and project accounting process improvements.
• Lead and develop the Project Accounting team.

Required Qualifications and Experience

• Bachelor's degree in Accounting, Finance, Commerce, or a related field.
• 8–12 years of accounting and finance experience.
• A minimum of 5 years specifically in Project or Construction Accounting.
• Proven experience with Real Estate Development, Construction, Infrastructure, Mixed-Use, Hospitality, or Commercial Development projects.
• Strong knowledge of project cost control, CWIP accounting, capitalization, budgeting, forecasting, and financial reporting.
• Experience with ERP systems such as Microsoft Dynamics 365, SAP, Oracle, or similar.
• Advanced Microsoft Excel skills; Power BI experience is an advantage.
• Strong leadership, analytical, and stakeholder management skills.

Preferred Qualifications

• Professional certification such as SOCPA, CPA, CMA, or ACCA.
• PMP certification is an advantage.
• Experience with mega projects, project financing, or large-scale real estate developments in Saudi Arabia.
