About the Role

Bechtel Corporation is seeking a Senior Procurement Supervisor for a full-time position in Riyadh. This role is critical to the development of the King Salman International Airport, a major infrastructure project aimed at significantly increasing traveler and cargo capacity by 2030 and 2050. The project involves the development of three new terminals: Terminal 6 (a low-cost carrier terminal), an Iconic Terminal (a new concept terminal), and a Private Aviation Terminal with hangars.

Role Overview and Responsibilities

In this position, you will initially lead Subcontract formation for a significant airport terminal package, followed by a transition to contract administration. Your responsibilities will encompass the entire subcontract lifecycle, ensuring compliance with project contracts and operating procedures.

• Subcontract Formation: Direct negotiations, prepare and review bid request packages, identify and pre-qualify bidders, issue bid requests, manage bidder inquiries and responses, evaluate bids commercially, prepare commercial bid summaries and recommendations, and prepare contract documents for execution. You will also organize and conduct meetings such as pre-bid, bid clarification, and pre-award meetings, and prepare detailed meeting notes.
• Subcontract Management: Implement the Supply Chain Assignment Schedule, manage assigned contracts through continuous progress review, identify and report potential financial or technical difficulties, coordinate operational activities impacting contractual rights and obligations, manage contract changes through negotiation and settlement, communicate contract terms and conditions, and prepare periodic status reports for management.

Qualifications and Experience

Candidates are required to hold a bachelor's or master's degree (or international equivalent). The experience requirements are tiered:

• Grade 27: 15+ years of experience in Contracts, Claims, or Commercial Management of large projects.
• Grade 28: 20+ years of experience in Contracts, Claims, or Commercial Management of mega projects.

Required Knowledge and Skills

Successful candidates will possess the following:

• Proven procurement and contract formation experience.
• The ability to draft and/or revise contract terms and conditions.
• Current or prior experience in the Middle East and/or international markets.
• Developed presentation skills.
• Training and/or mentoring capabilities.
• Flexibility in adapting to workload and priorities.
• Strong organizational skills with proficiency in documenting trends, process changes, and procedures.
• Comfort and effectiveness in interacting within a multi-national team environment.

Project Context and Location

This full-time role is based in Riyadh, Saudi Arabia, as part of Bechtel's project management consultancy services for the development of the King Salman International Airport. Bechtel has a long history of involvement in complex airport projects globally.
