Role Overview

King Faisal Specialist Hospital & Research Centre in Riyadh is seeking a Senior Specialist, Contracts Services. This full-time position is critical for managing the hospital's contractual agreements. The Senior Specialist will be responsible for structuring, managing, and negotiating various contracts, including dispute resolution, while ensuring strict adherence to both contractual obligations and governmental rules and regulations.

Contract Structuring and Bid Management

The Senior Specialist will oversee the entire bid and contract structuring process, ensuring clarity and compliance at every stage:

  • Coordinating with concerned departments to prepare, issue, and manage the bid tendering process, including the development of detailed specifications.
  • Ensuring effective communication between all parties, meeting legal requirements, and assisting with determining contract completion dates.
  • Ensuring the accurate preparation and correctness of all contract documentation.
  • Analyzing bids from both technical and cost perspectives to support informed decision-making.
  • Structuring and preparing contracts, participating in bid evaluation, and reviewing contract proposals, implementation, and acceptance.
  • Recommending contract changes and ensuring their proper implementation in accordance with established terms and conditions.

Performance Monitoring and Dispute Resolution

This role involves active oversight of contractor performance and proactive resolution of contractual issues to maintain operational efficiency:

  • Evaluating contractors' performance and coordinating performance reviews with relevant departments.
  • Reviewing contract problems and disputes, and making recommendations for resolution through the Director.
  • Recommending approval for payments to contractors upon the successful fulfillment of contract obligations.
  • Performing site inspections and project acceptance in conjunction with concerned departments, ensuring the preparation of all required legal documentation.

Financial and Legal Coordination

The Senior Specialist will manage financial and legal aspects pertinent to contracts, ensuring compliance and effective resource allocation:

  • Participating in discussions with the Ministry of Finance regarding budget requests, alongside budgeting personnel.
  • Preparing and presenting financial information requested for budget preparation and monitoring contracts funding requirements.
  • Coordinating and liaising with the Legal Affairs Department on court cases brought by or against the Hospital regarding contract obligations or requirements.
  • Following up on all bank guarantees and bonds with concerned parties.

Policy Development and Documentation Management

A key aspect of this position is maintaining robust documentation and developing internal policies to streamline contract processes:

  • Maintaining documentation regarding governmental regulations, revised instructions of governmental agencies, and Hospital regulations concerning contracts.
  • Developing, maintaining, and keeping current all contract documentation and related policies and processes in a concise, organized manner.
  • Performing day-to-day contract administration duties, such as facilitating and negotiating modifications, and leading the identification and resolution of any actual or potential contract and/or risk issues.
  • Working closely with concerned departments within the hospital to develop internal policies and procedures for the acquisition of hospital services, supplies, equipment, and projects from different vendors, suppliers, and/or contractors.

Required Qualifications

Candidates for the Senior Specialist, Contracts Services position should meet the following educational and experience criteria:

  • Education: A Master's or Bachelor's Degree in Business Administration, Accountancy, Law, or a closely related discipline.
  • Experience:
    • For Grade 11: Five (5) years of related experience with a Master's Degree, or seven (7) years of related experience with a Bachelor's Degree.
    • For Grade 12: Seven (7) years of related experience with a Master’s Degree, or nine (9) years with a Bachelor’s Degree.
