About the Role

Pace is seeking a Technical Project Manager to lead the multidisciplinary technical function for projects in Al Khobar, Eastern Region. This full-time role requires a seasoned professional with over 10 years of experience to ensure engineering, architectural, structural, and MEP works are executed in accordance with contract documents and design intent.

Role Overview

The Technical Project Manager is responsible for overseeing all technical aspects of a project. This involves applying sound engineering judgment to evaluate contractor proposals, resolve complex technical issues, manage design changes and associated risks, and provide clear engineering recommendations to project leadership. The role spans the entire project lifecycle, ensuring adherence to specifications, codes, and the original design intent.

Key Responsibilities

  • Lead the technical review of shop drawings, material submissions, RFIs, engineering calculations, method statements, and specialist contractor submissions.
  • Review contractor design proposals, value engineering submissions, and alternative technical solutions, ensuring compliance with contract documents and design intent.
  • Coordinate multidisciplinary reviews across Architecture, Structure, Civil, Infrastructure, MEP, and specialist systems.
  • Identify design deficiencies, constructability issues, coordination conflicts, and technical risks prior to implementation.
  • Lead technical workshops and resolve interface issues between consultants, contractors, subcontractors, and suppliers.
  • Review delegated design packages submitted by specialist contractors.
  • Assess the impact of design changes on safety, functionality, operation, maintenance, program, and cost.
  • Provide technical guidance to Resident Engineers, discipline engineers, and inspectors.
  • Coordinate technical matters with the Employer, Engineer, Authorities, and Design Office.
  • Review temporary works proposals for technical adequacy.
  • Ensure compliance with approved drawings, specifications, and applicable codes.
  • Prepare technical reports, engineering assessments, and formal correspondence.
  • Support the Project Director in resolving complex technical issues.

Required Qualifications and Experience

  • Minimum 15 years of post-graduate engineering experience.
  • Minimum 8 years in a Technical Manager or Senior Technical Engineer role.
  • Experience on large mixed-use developments, shopping malls, high-rise buildings, hotels, or similar mega projects.
  • Demonstrated experience managing multidisciplinary technical reviews during construction.
  • Experience coordinating with international consultants, specialist subcontractors, and authorities.
  • Previous GCC experience, preferably in Saudi Arabia.
  • Bachelor's Degree in Civil or Architectural Engineering.
  • A Master's Degree in Engineering or Construction Management is desirable.
  • Membership of the Saudi Council of Engineers (SCE) or an equivalent recognized professional engineering body.
  • Additional professional certifications and continuous professional development are desirable.

Essential Skills

  • Strong multidisciplinary engineering knowledge covering Structural, Architectural, and MEP systems.
  • Thorough understanding of constructability, engineering coordination, and building system integration.
  • Ability to review engineering calculations and specialist design submissions.
  • Sound knowledge of delegated design responsibilities.
  • Good understanding of construction methodologies and sequencing.
  • Ability to identify technical risks and develop practical engineering solutions.
  • Working knowledge of BIM coordination and multidisciplinary model review.
  • Excellent technical report writing skills.
