About the Role

The Qiddiya Investment Company is seeking an Assistant Manager for External Programs & Policies, focusing on Local Content. This role is integral to the company's mission to establish a premier destination for entertainment, culture, and lifestyle as part of Saudi Arabia’s Vision 2030. The position is based in Riyadh Province, Saudi Arabia, and is a full-time opportunity.

Role Context and Objectives

This position supports the company's commitment to integrating local content, developing local suppliers, and ensuring compliance with government policies. The Assistant Manager will contribute to strategies that enhance local participation across Qiddiya's projects, aligning with national objectives and regulatory frameworks.

Key Responsibilities

  • Support the development and implementation of strategies to increase local content across Qiddiya projects, in line with PIF and national goals.
  • Monitor and interpret local content regulations and government mandates to ensure compliance.
  • Maintain documentation, reporting, and analysis related to local content performance.
  • Collaborate with internal teams, including procurement and supply chain, to integrate local content targets into operational processes.
  • Assist in designing and executing programs to build capacity and capabilities within the local supplier base.
  • Establish and maintain relationships with local suppliers, government agencies, and other relevant bodies.
  • Coordinate with internal teams for audits and to ensure adherence to local content policies.
  • Act as a liaison with external stakeholders, including government officials and regulatory bodies.
  • Provide guidance and training to relevant teams on local content requirements and best practices.

Qualifications and Experience

  • A minimum of 6 years of relevant experience in local content management, policy implementation, or supplier development, preferably within large-scale projects (*, construction, infrastructure, urban development).
  • A Bachelor’s degree is required. Advanced degrees such as an MBA or Master’s in Public Policy, Business Administration, or Supply Chain Management are advantageous.
  • Certifications such as CIPS, CPSM, or CSCP are preferred but not mandatory.
  • A strong understanding of Saudi Arabia’s local content policies, government regulations, and Vision 2030 initiatives.
  • Proven ability to engage and collaborate effectively with diverse stakeholders and cross-functional teams.
  • Excellent command of English; proficiency in Arabic is a strong asset.
  • Prior experience working within the Saudi Arabian business environment is highly desirable.
