About the Role

PwC is seeking a Director for its Strategy & Transformation practice, focusing on the Cities sector in Riyadh. This role is part of a global professional services network with a significant presence in the Middle East, dedicated to helping organizations create lasting value through Assurance, Tax, and Advisory services. The Strategy & Transformation business unit collaborates with leaders to address critical regional priorities, including shaping national visions, enabling economic resilience, and advancing smart city initiatives.

Role Context and Purpose

As a Director within the Cities sector, you will be instrumental in solving complex business issues from strategy development through to execution. The role involves leading initiatives that redefine industries and drive national visions, with a specific focus on municipal services, urban governance, and smart city development. You will work with purpose-driven teams and leverage deep sector expertise to deliver meaningful, measurable impact across a diverse portfolio of sectors.

Key Responsibilities

• Lead vertical propositions within the municipal sector, focusing on areas such as inspection and permitting.
• Develop business cases for change that demonstrate measurable impact and outcomes.
• Translate high-level strategies into customized solutions, actionable roadmaps, operating models, and transformation initiatives for smart cities, municipal services, and urban governance.
• Own and cultivate executive-level client relationships, building trusted partnerships with public sector stakeholders in complex environments.
• Direct complex, multi-workstream programs, managing large-scale city transformation engagements end-to-end to ensure delivery excellence in scope, timelines, budgets, and quality.
• Drive business growth and shape the market by developing differentiated offerings, contributing to bids, and identifying opportunities within municipalities, giga-projects, and government entities.
• Lead and mentor consulting teams, fostering a collaborative and high-energy environment to ensure optimal performance and development.

Qualifications and Experience

• Bachelor's degree in Business, Engineering, Urban Planning, Public Policy, or a related field; a Master's degree is preferred.
• A minimum of 13 years of experience in consulting, with a significant focus on municipalities or development authorities.
• Deep expertise in municipal transformation, urban development, and city services.
• Proven experience working with municipalities, ministries, authorities, or national programs.
• Demonstrated leadership of large, complex, multi-workstream engagements, with accountability for client relationships, delivery, and commercial outcomes.
• A commercial and growth mindset, with experience in business development, proposal shaping, and expanding client accounts.
• Strong vision and strategic influence, with the ability to connect city transformation initiatives to broader economic, social, and digital agendas.
• Excellent command of English; fluency in Arabic is highly desirable for enhanced regional collaboration and influence.
