About the Role

Parsons Corporation is seeking a Procurement Specialist – Transport & Mobility, specifically for Saudi National candidates. This full-time position involves supporting end-to-end procurement activities for a range of transport and mobility projects, including rail, metro, bus, roads, and associated infrastructure and services. The role requires 2-5 years of relevant experience.

Key Responsibilities

  • Support comprehensive procurement processes for transport and mobility projects, encompassing rail, metro, bus, highways, stations, depots, and related infrastructure programs.
  • Conduct market research to identify and qualify potential suppliers, contractors, and service providers.
  • Assist in the preparation and distribution of Requests for Information (RFI), Requests for Quotations (RFQ), and Requests for Proposals/Invitations to Tender (RFP/ITT).
  • Coordinate tendering activities, including managing bidder communications, clarifications, addenda, and bid submissions.
  • Support the technical and commercial evaluation of bids and maintain associated records.
  • Obtain and analyze supplier quotations to ensure optimal value and adherence to project specifications.
  • Assist in negotiating pricing, delivery schedules, and commercial terms within authorized limits.
  • Prepare purchase orders, procurement recommendations, contract summaries, and supporting documentation.
  • Support the administration of contracts, framework agreements, and call-off orders.
  • Maintain accurate supplier and contract records, including key dates, deliverables, performance metrics, and compliance documentation.
  • Monitor supplier performance and contribute to the resolution of procurement-related issues.
  • Collaborate with engineering, operations, maintenance, project controls, and finance teams to meet project delivery requirements.
  • Assist in processing contract amendments, variations, extensions, and change requests.
  • Maintain procurement logs, databases, reports, and records in accordance with organizational standards.
  • Support procurement reporting, spend analysis, and performance tracking activities.
  • Ensure all procurement activities comply with company policies, governance requirements, and applicable regulations.
  • Contribute to continuous improvement initiatives, procurement processes, and best practices.
  • Undertake other responsibilities as assigned.

Qualifications and Experience

  • Must be a Saudi National.
  • Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, Quantity Surveying, or a related field.
  • Minimum of 2–5 years of experience in procurement, supply chain, purchasing, or contract administration.
  • Experience supporting procurement activities within infrastructure, engineering, construction, transportation, or project-based environments.
  • Basic understanding of sourcing, tendering, supplier selection, and contract administration processes.
  • Knowledge of procurement principles, purchasing procedures, and supplier management practices.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
  • Experience using ERP systems, procurement platforms, or enterprise business applications.

  • Knowledge of standard forms of contract and commercial procurement practices.
  • Experience participating in tender evaluations and supplier negotiations.
  • Understanding of supplier performance management and contract monitoring processes.
  • Exposure to large-scale infrastructure programs or program management environments.
  • Knowledge of procurement reporting, spend analysis, and performance metrics.
  • Professional certification in Procurement, Supply Chain, or Contract Management is advantageous.
  • Strong stakeholder management and relationship-building skills.
  • Ability to identify process improvement opportunities and support procurement transformation initiatives.
  • Eagerness to learn and develop within the transport and mobility sector.
  • Commitment to delivering value, efficiency, and continuous improvement across procurement activities.
