About the Role

ENGIE Saudi Arabia is seeking an HR Admin & GR Officer to join its team in Al Jubayl, Saudi Arabia. This full-time position is responsible for managing and coordinating all government relations, HR operations, and administrative activities. The role ensures compliance with Saudi regulations and company requirements, involving extensive liaison with government authorities, supporting employee and company documentation, and efficient management of plant/site administrative functions.

Government Relations Responsibilities

  • Manage and coordinate government relations activities with relevant ministries, regulatory authorities, and external agencies to ensure timely processing, renewal, and compliance of company and employee documentation.
  • Handle employee-related government services, including visas, iqamas, work permits, sponsorship transfers, labor contracts, business/work visit visas, MOFA attestations, Saudization certificates, and GOSI administration.
  • Support new joiners and employees through various government portals and systems such as QIWA, GOSI, Muqeem, Absher, ELM, and MOL platforms.
  • Ensure timely renewal and maintenance of company licenses, permits, registrations, Chamber of Commerce membership, municipality permits, and vehicle registrations.
  • Liaise with the Labor Office, Passport Office (Jawazat), MOI, MOFA, Police, Traffic Police, Municipality, Civil Defense, GOSI, and other government authorities for operational and employee-related matters.
  • Support compliance with Saudization, labor laws, government reporting, and regulatory obligations, coordinating with HR, Administration, Finance, and Operations and maintenance teams.
  • Manage online government accounts and related transactions, including SADAD payments, utility bill processing, reporting, and maintenance of electronic government systems.
  • Represent the company at STC Business offices and submit applications as required.

HR Operations Responsibilities

  • Manage end-to-end HR operations, including recruitment, onboarding, employee documentation, HR data management, attendance, leave administration, and employee lifecycle activities.
  • Support payroll administration through accurate preparation and verification of employee data, attendance records, and leave records.
  • Coordinate employee relations, engagement initiatives, training programs, performance management activities, and HR communication.
  • Ensure compliance with labor laws, company policies, regulatory requirements, and internal HR governance standards.
  • Maintain and update HR records, reports, and HR systems, supporting audits, manpower reporting, workforce planning, and continuous improvement initiatives.
  • Liaise with employees, managers, government authorities, and external stakeholders to support smooth HR operations and effective delivery of HR services.

Administrative Operations Responsibilities

  • Manage daily administrative operations of the plant/site, ensuring smooth functioning of office facilities, employee support services, accommodation, housekeeping, catering, and office supplies.
  • Coordinate transportation, travel, accommodation, gate pass processing, employee logistics, vehicle fleet management, fuel tracking, and driver/vendor coordination.
  • Administer facility management activities, including office maintenance, utilities, workspace management, employee uniforms/PPE coordination, and camp administration.
  • Manage contracts, administrative records, service agreements, and coordination with contractors, vendors, and third-party service providers.
  • Support compliance with company policies, HSE requirements, regulatory guidelines, and site administration procedures, maintaining accurate documentation, reports, and inventory records.
  • Liaise with internal departments, employees, contractors, and external stakeholders to ensure efficient delivery of administrative services and continuous improvement of plant support operations.

General Accountabilities

  • Provide timely support to employees and management on HR, Administration, and Government Relations matters, including visiting government offices and external authorities as required.
  • Attend to urgent and unplanned operational requirements whenever needed to support smooth plant operations and business continuity.
  • Maintain positive working relationships with employees, managers, contractors, vendors, and government authorities.
  • Undertake any other duties or responsibilities assigned by management in line with business and operational requirements.

Qualifications and Experience

  • A minimum of 0-1 years of relevant experience in HR administration, government relations, or general administrative support.
