About the Role

NSH Saudi is seeking a highly experienced Procurement Manager to lead critical procurement activities for large-scale Oil & Gas EPC projects. This full-time position is based in Al Jubail, Eastern Region, and requires a professional with extensive experience in strategic sourcing, vendor management, and the acquisition of materials and equipment for major industrial projects.

Role Purpose

The Procurement Manager will be responsible for developing and implementing robust procurement strategies, managing the complete procurement cycle, and ensuring timely and cost-effective acquisition of all necessary resources. This role is central to supporting project schedules and achieving optimal commercial and technical outcomes across complex Oil & Gas EPC initiatives.

Key Responsibilities

  • Develop and implement comprehensive procurement strategies specifically for EPC Oil & Gas projects.
  • Manage the entire procurement cycle, from Request for Quotations (RFQs) and bid evaluations through to purchase order issuance and final delivery.
  • Source and procure a diverse range of materials, including mechanical, electrical, instrumentation, piping, structural, and general construction components.
  • Identify, evaluate, and negotiate with potential suppliers and subcontractors to achieve the most favorable commercial and technical terms.
  • Ensure the timely procurement and delivery of all materials in strict adherence to project schedules.
  • Coordinate effectively with internal departments such as Engineering, Project Management, QA/QC, Logistics, and Construction teams.
  • Monitor supplier performance, proactively resolve any delivery-related issues, and maintain strong, collaborative vendor relationships.
  • Review commercial and technical proposals thoroughly and lead contract negotiations.
  • Ensure full compliance with project specifications, company policies, and client requirements.
  • Prepare detailed procurement reports, conduct cost analyses, and provide regular procurement status updates to management.
  • Manage procurement budgets effectively and identify opportunities for cost savings without compromising quality.

Required Qualifications and Experience

  • Minimum of 10–12 years of dedicated procurement experience within the Oil & Gas EPC industry.
  • At least 5 years in a managerial capacity, specifically overseeing major EPC projects.
  • Strong demonstrated experience in the procurement of project materials, equipment, and subcontract packages.
  • Sound knowledge of international procurement practices, commercial contracts, and effective vendor management strategies.

Preferred Experience

  • Experience working on major Oil & Gas projects with key industry players such as Saudi Aramco, SABIC, or ADNOC.
  • Prior project experience within the GCC/Saudi Oil & Gas sector is highly advantageous.

Skills and Attributes

  • Proven ability to perform effectively under pressure and manage multiple, complex procurement packages simultaneously.
