Tas'Helat Marketing, a prominent fuel stations chain, is seeking a dedicated Procurement Manager to join its team in Riyadh, Saudi Arabia. This full-time position is crucial for overseeing procurement operations and ensuring strategic sourcing for the company's projects.

The Role of Procurement Manager

The Procurement Manager will be responsible for leading the entire procurement lifecycle, particularly for complex and high-value projects exceeding SAR 1 million. This role involves strategic coordination with various departments to define project scopes, develop specifications, and manage the bidding process from pre-qualification through to contract award. The ideal candidate will have 5-10 years of overall experience in procurement, with a strong focus on contracts management.

Key Responsibilities

• Lead end-to-end procurement planning for complex, high-value projects, typically exceeding SAR 1 million.
• Coordinate with PMT and Legal Departments to define scope of work, develop job specifications, and prepare accurate estimates.
• Oversee Bid Slate Development, commencing with pre-qualification processes.
• Chair Bid Review Teams and ensure rigorous technical and commercial evaluations are conducted.
• Manage Functional Review in coordination with the Law and Finance departments.
• Ensure all procurement agreements are competitively bid unless a sole source is fully justified and approved.
• Interface with the TMC Contract Committee on approvals of plans and awards.
• Ensure compliance with standard terms and clauses according to best practice.
• Mentor Procurement Representatives and ensure procurement documentation meets audit and archival standards.

Qualifications and Experience

• Bachelor's degree in Engineering, Business Administration, or a related field.
• Certified Procurement Contracts Manager (CPCM) certification is required.
• A minimum of 7-10 years of experience in contracts management within a related environment.
• Demonstrated experience in contracts advisory, including assessing and evaluating contracts management performance.
• Familiarity and experience with the comprehensive contracting process.
• Experience in developing assessment programs specifically in the field of contracts management.
