About the Role

Acwa Operations, the operations and maintenance division of Acwa, is seeking a Shift Charge Engineer for its Reverse Osmosis (RO) Plant in Al Jubail, Eastern Region. This full-time position is responsible for overseeing all plant operations during a shift to ensure safe, reliable, and efficient production of desalinated water.

Role Context and Purpose

The Jazlah Water Desalination Company operates the Jubail Desalination Plant 3A, which utilizes Reverse Osmosis Seawater (SWRO) technology supplemented by solar energy to produce 600,000 cubic meters of desalinated water daily. The Shift Charge Engineer plays a critical role in managing plant operations during their assigned shift, adhering to strict operational procedures, quality standards, and production schedules, while prioritizing the safety of personnel and equipment.

Key Responsibilities

  • Ensure all plant operations are conducted safely and efficiently, in compliance with Standard Operating Procedures (SOPs), quality standards, and time schedules.
  • Oversee the safe startup and shutdown of the plant.
  • Adhere to all safety rules and regulations, and maintain awareness of plant hazards.
  • Familiarize with plant O&M agreements, P&IDs, SOPs, work instructions, control logics, emergency procedures, and regulatory requirements.
  • Coordinate all plant operational activities during the shift with other departments.
  • Manage the permit-to-work system, including issuing and canceling permits as authorized.
  • Coordinate plant chemistry activities with the Chemist.
  • Follow operational schedules to meet targeted production availability.
  • Make timely decisions to correct operational abnormalities and manage emergencies.
  • Supervise startup checklists, interlock checks, protection tests, and non-routine activities such as preservation and acid cleaning.
  • Issue work permits for the maintenance section upon authorization and normalize equipment after maintenance, performing necessary tests.
  • Monitor overall plant status, summarize shift activities in the logbook, and complete daily plant status reports.
  • Maintain staff evaluation records and vacation schedules.
  • Prepare incident/accident reports and other required departmental reports within stipulated timelines.
  • Maintain accurate records of all plant activities.
  • Assist in the training and familiarization of new personnel.
  • Identify root causes for non-conformances/deviations and implement corrective and preventive actions.
  • Ensure regulatory compliance within the scope of activities.
  • Communicate with the load dispatch center.
  • Perform other duties as assigned.

Qualifications and Experience

  • Bachelor's degree in Engineering or equivalent demonstrable experience.
  • 5 to 10 years of experience in Power, Desalination, or RO plant operations.

Required Skills and Knowledge

  • Awareness of Quality, Occupational Health & Safety, and Environment Management system principles.
  • Knowledge of applicable legal requirements.
  • Proficiency in conducting Root Cause Analysis (RCA).
  • Experience with Hazard Risk assessment and Aspect Impact assessment.
  • Investigative skills and familiarity with spillage containment.
  • Capability of managing HSE emergencies.
  • Familiarity with identification, classification, and disposal of waste.
  • Knowledge of Emission Monitoring practices and parameters.
  • Well-versed in Power/Desalination/RO Operational activities.
  • Strong decision-making ability, particularly under stress.
  • Demonstrated leadership qualities.
  • Excellent analytical skills.

Work Environment

This is a full-time position based at the Acwa RO Plant in Al Jubail, Eastern Region. The role involves shift work to ensure continuous plant operation.
