About the Role

Acwa Operations, formerly NOMAC, is seeking a dedicated Shift Charge Engineer for its Reverse Osmosis (RO) plant located in Umluj, Tabuk. This full-time position is integral to ensuring the safe, reliable, and efficient operation of critical water desalination assets within the Marafiq Red Sea Project. The project is a significant initiative by ACWA Power in partnership with Red Sea Global, supporting Saudi Arabia's premier tourism destination by providing off-grid utilities infrastructure, including seawater desalination.

Role Purpose and Context

The Shift Charge Engineer is responsible for overseeing all plant operation activities during their assigned shifts. The primary objective is to ensure that all operations are conducted safely and efficiently, adhering strictly to Standard Operating Procedures (SOPs), quality standards, and established time schedules. This includes the critical tasks of safely starting up and shutting down the plant.

Key Responsibilities

  • Adhere to all safety rules and regulations, maintaining awareness of potential plant hazards.
  • Become thoroughly familiar with plant O&M agreements, P&IDs, SOPs, work instructions, operation and control logics, emergency procedures, and regulatory requirements.
  • Ensure plant operations meet established standards with minimal risk to personnel, machinery, and materials, upholding safety and environmental standards.
  • Coordinate plant operations with other departments during shifts and understand the permit-to-work system.
  • Follow operational schedules to achieve targeted production availability safely and efficiently.
  • Make prompt, on-the-spot decisions to correct abnormalities or disturbances and implement corrective actions during emergencies.
  • Supervise startup checklists, interlock checks, protection tests, and non-routine activities.
  • Issue and cancel work permits for maintenance sections upon proper authorization.
  • Monitor the overall plant status, summarize activities in the logbook, and complete daily plant status reports.
  • Maintain staff evaluation records and prepare evaluation forms.
  • Prepare incident/accident reports and other required departmental reports.
  • Maintain accurate records of all plant activities.
  • Assist in the training and familiarization of new personnel.
  • Suggest modifications to improve plant efficiency.
  • Ensure Environmental Aspect-Impact and Hazard Risk Assessments are conducted, controlled, and updated.
  • Implement, monitor, and report on Integrated Management System (IMS) objectives, targets, and programs.
  • Report deviations in the IMS, identify root causes, and implement corrective and preventive actions.
  • Ensure regulatory compliance within the scope of assigned activities.
  • Identify root causes for non-conformances/deviations and implement corrective/preventive actions.
  • Identify competency gaps for subordinate personnel and implement necessary actions.
  • Conduct periodic performance evaluations of reporting employees.
  • Provide on-the-job training to new employees and evaluate their performance.
  • Identify, document, and control hazards in the assigned work area.
  • Ensure identified aspects are monitored and operational controls are followed.
  • Control emergencies, incidents, and near misses.
  • Communicate effectively with the load dispatch center.
  • Perform other duties as assigned.

Required Qualifications and Experience

  • Bachelor's degree in Engineering or equivalent demonstrable experience.
  • A minimum of 8 years of experience in Power, Desalination, or RO plant operations.

Essential Skills and Knowledge

  • Awareness of Quality, Occupational Health & Safety, and Environment Management system principles.
  • Knowledge of applicable legal requirements.
  • Proficiency in conducting Root Cause Analysis (RCA).
  • Experience with Hazard Risk assessment and Aspect Impact assessment.
  • Strong investigating skills.
  • Familiarity with spillage containment procedures.
  • Capability of managing HSE emergencies.
  • Knowledge of identification, classification, and disposal of waste.
  • Familiarity with Emission Monitoring practices and parameters.
  • Well-versed in Power/Desalination/RO Operational activities.
  • Demonstrated decision-making ability under stress.
  • Strong leadership qualities.
  • Excellent analytical skills.

Work Location and Type

This is a full-time position based in Umluj, Tabuk. The role is part of a significant infrastructure project focused on sustainable utilities for a key tourism destination.
