Job Description

About the Role

Bechtel Corporation is seeking an Assistant Resident Engineer specializing in Civil Engineering for a full-time position in the Eastern Province of Saudi Arabia, specifically in Al Khobar and Al Jubail. This role reports to the Resident Engineer and acts as a deputy for assigned contracts, supporting the safe, compliant, and timely delivery of projects from mobilization through construction, testing, handover, and closeout. The Assistant Resident Engineer will provide day-to-day leadership to field engineering personnel and coordinate closely with the client, contractors, and project functions.

Project Overview: Jubail Industrial City

The Jubail project, located in the Eastern Province of Saudi Arabia, is one of the largest civil engineering undertakings in modern times, managed by Bechtel since the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC) for the Royal Commission (RC), overseeing engineering, procurement, and construction. This involves managing design submissions from local architect/engineering firms and supervising construction work performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. The renewed contract with the Royal Commission, extended until June 2026, focuses on developing new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, and port and pipeline expansions.

Key Responsibilities

  • Act as the primary field interface when delegated by the Resident Engineer, maintaining effective coordination with the Royal Commission, contractors, and internal departments.
  • Lead civil construction oversight for earthworks, underground utilities, roads, drainage, concrete, structural, architectural, and associated interface works within the assigned scope.
  • Monitor contractor performance against approved schedules, milestones, manpower, plant, and productivity commitments, identifying slippage and driving practical recovery actions.
  • Review look-ahead plans, baseline and updated schedules, progress measurements, and time-impact submissions with Project Controls and Contract Administration.
  • Champion Environment Health and Safety Culture by verifying compliance with approved safety plans, permits, risk assessments, and site controls, and by intervening when standards are not met.
  • Ensure work complies with contract drawings, specifications, approved method statements, inspection and test plans, applicable codes, and Royal Commission requirements.
  • Provide direction to field engineers for timely review of technical submittals, shop drawings, RFIs, material approvals, inspection requests, test reports, NCRs, and field changes.
  • Coordinate resolution of design clarifications, constructability issues, site conditions, and interfaces with structural, architectural, mechanical, electrical, telecom, and utility disciplines.
  • Chair progress, coordination, and technical meetings as assigned; issue clear minutes, owners, and due dates, and follow actions through closure.
  • Review contractor change proposals, DCNs, requests for change, quantity records, and supporting information for payment, variation, and time-extension evaluations.
  • Validate completed quantities and progress evidence to support accurate monthly payment certification in coordination with field engineers and quantity surveyors.
  • Maintain disciplined reporting of safety, quality, schedule, cost, risks, constraints, and decisions, using approved digital project and document-control systems.
  • Drive completion, testing, punch-list closure, as-built records, turnover dossiers, and final handover requirements for civil works.
  • Support pre-bid activities, site visits, bid evaluations, kick-off meetings, constructability reviews, and annual work-plan development when assigned.
  • Coach and supervise assigned team members, set clear expectations, review performance, and support annual performance evaluations.
  • Capture lessons learned and implement preventive actions to improve delivery across current and future contracts.

Required Knowledge and Skills

  • Clear written and verbal English communication, including preparation of concise correspondence, reports, meeting minutes, and technical recommendations.
  • Demonstrated leadership in a multicultural, team-based environment with the confidence to challenge unsafe, non-compliant, or underperforming work.
  • Results-focused, solutions-oriented, and able to prioritize competing demands, resolve field issues, and escalate risks promptly.
  • Ability to build effective working relationships with the client, contractors, engineering, quality, safety, project controls, and contract administration teams.
  • Self-motivated leader who can influence without direct authority and provide clear direction to field engineers and contractor teams.
  • Demonstrates sound judgment, accountability, integrity, and a proactive approach to risk management.
  • Able to work under pressure, meet deadlines, and adapt to changing site priorities while maintaining attention to detail.
  • Committed to coaching team members, sharing lessons learned, and supporting continuous improvement.
