Whitecollars is partnering with an established Saudi Aramco onshore EPC contractor. Headquartered in Al Khobar, Eastern Province, this contractor has a proven track record in the Onshore Maintain Potential Program (OMPP), cross-country pipelines, flowlines, and well tie-in packages across the Northern and Southern Areas. The company self-performs civil, mechanical, pipeline, and E&I construction using its own workforce and equipment fleet.

Role Overview

The Construction Manager (OMPP / Pipelines) is responsible for site execution of an OMPP/pipeline package, from mobilization through mechanical completion. This full-time role involves directing the site team, subcontractors, and construction equipment across civil, pipeline, mechanical, and E&I disciplines. The Construction Manager serves as the single point of accountability to the Project Manager and the Saudi Aramco PMT for schedule, quality, and safety on site.

Key Responsibilities

• Own the construction execution plan for the package, from mobilization through mechanical completion and pre-commissioning handover.
• Direct daily site activities including right-of-way preparation, stringing, bending, welding, NDT, coating, lowering, backfilling, hydrotest, and tie-ins.
• Sequence well tie-ins, flowlines, trunklines, manifolds, scraper traps, and valve stations according to the CRPO scope and Aramco shutdown windows.
• Plan and control manpower, construction equipment, and subcontractor resources to maintain the approved schedule.
• Conduct daily and weekly look-ahead planning with the planning team and address gaps between planned and actual progress.
• Act as the site interface with the Saudi Aramco PMT, inspection, and operations representatives.
• Ensure all construction work complies with Saudi Aramco Engineering Standards (SAES), SAEP procedures, and Schedule Q quality requirements.
• Lead the preparation and closure of construction inspection packages, RFIs, technical queries, and NCRs.
• Drive the mechanical completion dossier, punch-list closure, and turnover to pre-commissioning.
• Ensure site adherence to the client's HSE plan and the Aramco Construction Safety Manual, with strict controls on permit-to-work and excavation.
• Coordinate with QA/QC to maintain current and audit-ready welding, coating, and hydrotest documentation.
• Control site cost against budget, including productivity, equipment utilization, and subcontractor measurement.
• Identify scope changes early and support the Project Manager with change notices and claims substantiation.

Leadership and Team Management

• Lead superintendents, construction engineers, supervisors, and foremen across all disciplines.
• Set performance expectations, coach the site team, and manage discipline and rotation.
• Build a construction team that aligns with the client's Saudization commitments.

Qualifications and Experience

• A minimum of 10 years of experience in construction management, specifically within OMPP and pipeline projects.
• Demonstrated experience with Saudi Aramco projects and standards (SAES, SAEP, Schedule Q).
• Strong understanding of civil, pipeline, mechanical, and E&I construction disciplines.
• Proven ability to manage site teams, subcontractors, and equipment effectively.
• Experience in managing project schedules, quality, and safety on site.
