About Bechtel and the Jubail Project

Bechtel Corporation has managed the Jubail project in the Eastern Province of Saudi Arabia since the mid-1970s. This project involves the development of Jubail Industrial City, one of the largest civil engineering undertakings in modern times. Saudi Arabian Bechtel Company (SABCO) operates as the Management Services Contractor for the Royal Commission, overseeing engineering, procurement, and construction management, including design submissions and construction work by local contractors in Jubail and Ras Al-Khair Industrial Cities. The contract was renewed in June 2026 for another five years, focusing on new residential communities, infrastructure, and various public and commercial facilities.

Role Summary: Resident Engineer, Ras Al Khair

As the Resident Engineer for Ras Al Khair, you will serve as the Client's Representative with signatory authority, acting as the contractual point of contact between the Royal Commission and contractors. This full-time role involves proactively engaging and leading contractors to ensure successful performance, completion, and closeout of contracts. You will supervise all activities related to multiple concurrent construction contracts as assigned by management, based in the Eastern Region, specifically Al Khobar, Al Jubail, and Ras Tannurah.

Key Responsibilities

  • Monitor construction progress against planned schedules and critical milestones, guiding contractors to adjust production rates, resources, and activity durations as needed.
  • Evaluate contractor schedules (baselines, updates, revisions, 3-week look-aheads) and contract time extension requests, incorporating input from Construction Department scheduling engineers.
  • Resolve design clarifications and site conditions through interaction with Engineering and other departments to facilitate construction progress.
  • Review Design Change Notices (DCNs), obtain price quotes, and lead negotiations for DCN prices, Change Orders, contract time extensions, and contractor claims.
  • Ensure contractor work quality complies with contract design, specifications, applicable codes, and client standards, and that contractors adhere to approved Quality Control Program processes.
  • Verify contractor compliance with approved safety programs and local safety and security requirements to achieve zero accidents.
  • Ensure timely submittals and reviews of contractors' technical documents, including shop drawings and long-lead items, in compliance with contract requirements, interacting with Engineering and other departments as necessary.
  • Manage contractor monthly progress invoices by ensuring timely ascertainment of completed work quantities, verification of Bill of Quantity (BOQ) values, and invoice submittal.
  • Lead and resolve interfaces with other Royal Commission departments and local utility companies to secure work permits and address issues.
  • Lead and resolve interfaces between different disciplines within a contract (*, structural, architectural, mechanical, electrical, telecom).
  • Ensure contractor compliance with administrative procedures (*, as-built drawings, inspection notices, RFI, NCR, ITP) as specified in contract documents or Jubail Management Procedures.
  • Lead weekly/bi-weekly progress meetings and other necessary meetings, ensuring timely issuance of minutes and follow-up on action items.
  • Provide routine and ad-hoc reports and presentations to upper management and the Client.
  • Review drawing and specification packages for new contracts as required by Engineering and other departments.
  • Participate in pre-bid meetings, site visits, bid evaluations, and kick-off meetings for assigned contracts.
  • Participate in the preparation of the annual Work Plan (projected annual construction expenditure) and monitor contractor monthly expenditures.
  • Supervise Assistant Resident Engineers and field engineers assigned to contracts, ensuring compliance with reporting requirements and conducting annual staff performance reviews.

Qualifications and Experience

  • A minimum of 5 to 10 years of relevant experience is required for this role.

This is a full-time position based in the Eastern Region of Saudi Arabia, covering locations such as Al Khobar, Al Jubail, and Ras Tannurah. The role involves working as part of the Saudi Arabian Bechtel Company (SABCO) team, serving as the Management Services Contractor for the Royal Commission.
