Regional Business Manager Pipeline & Industrial Services

About the Role

Libera Consultants is partnering with a leading energy services organization to identify a Regional Business Manager Pipeline & Industrial Services. This full-time position is based in Dammam, Eastern, Saudi Arabia, with a focus on driving the growth of Pipeline & Industrial Services operations across the GCC region, including Saudi Arabia, UAE (Dubai/Abu Dhabi), Oman, or Egypt.

Role Context

This is a strategic leadership opportunity designed for a commercially driven professional. The role requires a strong operational foundation within key areas such as pipeline services, industrial maintenance, facility services, pipeline integrity, shutdowns, tank cleaning, and brownfield industrial projects. The successful candidate will be instrumental in expanding the organization's regional footprint and market presence.

Key Responsibilities

• Drive business development and revenue growth across regional markets.
• Build and maintain relationships with key energy, industrial, and infrastructure clients.
• Lead tendering, proposal development, contract negotiations, and opportunity conversion.
• Develop and execute market expansion strategies.
• Provide technical and operational credibility during client engagements.
• Collaborate with operational teams to ensure successful project delivery and customer satisfaction.
• Support the development and scaling of regional operations as new contracts are secured.

Qualifications and Experience

• A minimum of 5-10 years of experience in a business management or leadership role within pipeline and industrial services.
• Demonstrated strong operational foundation in areas including pipeline services, industrial maintenance, facility services, pipeline integrity, shutdowns, tank cleaning, and brownfield industrial projects.
• Proven track record of driving business development and revenue growth.
• Strong commercial acumen and client relationship management skills.

Work Environment and Location

This is a full-time position. The primary base for this role is Dammam, Eastern, Saudi Arabia. The scope of work involves regional travel and engagement across the GCC, specifically Saudi Arabia, UAE (Dubai/Abu Dhabi), Oman, or Egypt, to manage and expand operations.
