About the Procurement Compliance Associate Role

King Fahd University of Petroleum & Minerals (KFUPM) is seeking a Procurement Compliance Associate to join its team in Dhahran, Eastern Region. This full-time position is critical for ensuring that all procurement activities adhere to governmental regulations, as well as KFUPM's established policies and processes. The role involves identifying opportunities for improvement and maintaining comprehensive policy and process manuals by collecting feedback from various business units.

Core Responsibilities

The Procurement Compliance Associate will be responsible for a range of duties focused on regulatory adherence, process optimization, and operational excellence within the procurement department. Key responsibilities include:

  • Ensuring full compliance with all relevant governmental regulations and KFUPM's internal governance documents, including policies and procedures.
  • Leading continuous improvements in service reliability, quality, and cost-effectiveness of procurement processes.
  • Maintaining and updating Procurement policy and process manuals, incorporating feedback from various business units to meet evolving needs.
  • Coordinating with internal stakeholders to ensure alignment on all procurement policies and processes across KFUPM.
  • Proactively communicating with relevant governmental entities to stay informed about the latest regulations and restrictions.

Operational Excellence and Digitalization

This role also contributes to enhancing the efficiency and technological adoption within procurement, supporting the university's strategic objectives for modernization and continuous improvement.

  • Ensuring increased utilization of procurement technological tools and continuously enhancing digitalization and process automation where feasible.
  • Supporting the implementation of the procurement digital roadmap.
  • Ensuring compliance with all related Procurement Service Level Agreements (SLAs) and aiming for continuous improvement.
  • Supporting the AE Manager in all training-related activities to foster a culture of compliance and continuous learning.

Reporting and Compliance Assurance

A key aspect of this position involves transparent reporting and diligent assurance of compliance across all procurement functions, including governmental and customs requirements.

  • Reporting achievements, success stories, challenges, concerns, and overall compliance status to senior management.
  • Ensuring the completion of and compliance with all governmental and customs requirements, coordinating with relevant stakeholders as needed.
  • Tracking business SLAs, developing management reports, and escalating issues as necessary.
  • Completing assigned training courses and ensuring adherence to the assigned learning and career development pathway.

Qualifications and Experience

Candidates interested in the Procurement Compliance Associate position should meet the following criteria:

  • A Bachelor’s degree in Business Administration.
  • A minimum of 5 years of relevant professional experience, with 5-10 years preferred in a similar compliance or procurement role.

This full-time role is based at the King Fahd University of Petroleum & Minerals campus in Dhahran, Eastern Region. The successful candidate will operate within an academic and research-focused environment, contributing to the operational efficiency and integrity of the university's procurement processes.
