Job Description
1- Participation in converting investment ideas into technically and financially feasible projects.
2- Participation in feasibility studies and providing technical inputs and initial cost estimates and the expected project timeline to ensure the accuracy of the economic feasibility study.
3- Managing and directing design and supervising the preparation of architectural and engineering designs (concept, preliminary, and detailed design) whether through an internal team or in coordination with external consulting offices.
4- Value engineering and reviewing designs to reduce costs without compromising the project's commercial attractiveness or operational efficiency.
5- Obtaining licenses and leading teams responsible for obtaining all governmental approvals, construction permits, and required environmental and technical accreditations.
6- The ability to measure design efficiency: the extent to which value engineering succeeds in saving costs without affecting the project's commercial attractiveness.
7- Following up on the stages of tendering and preparing the technical and financial offer.
8- Preparing tender documents and supervising the preparation of bills of quantities, technical specifications, and terms of reference for contractors and consultants, and responding to any technical inquiries.
9- Evaluating bids and analyzing the technical and financial offers submitted by contractors and suppliers, and providing recommendations to senior management for the most suitable selection.
10- Contract management and drafting and reviewing the technical aspects of contracts (such as FIDIC contracts) to ensure the company's rights are protected and to minimize legal and financial risks.
11- Schedule and budget management and monitoring the progress of work and comparing it with the established plans (Baseline), and immediate intervention to resolve any deviations in time or cost.
12- Quality control and ensuring that all materials used and execution methods comply with the highest approved technical standards and specifications.
13- Change order management and studying and evaluating any modifications requested during execution, approving them only if they serve the project's interest and do not negatively affect the budget in an unstudied manner.
14- Risk management and anticipating technical or logistical problems on-site and developing proactive plans to deal with them.
15- Following up on the progress of testing and trial operations to ensure projects are ready for handover and operation.
16- Following up on closing punch lists and ensuring the completion of minor defects or deficiencies and obligating the contractor to complete them before final handover.
17- Following up on project handover to property management or operations, and knowing the availability of all as-built drawings and operation and maintenance manuals.
18- Contract closure: settling final financial dues for contractors and consultants and issuing completion certificates.
19- Ability to manage diverse technical teams, determine the efficiency of operations, and identify and analyze performance indicators.
20- Preparing technical reports and project proposals and the ability to present ideas and communicate them.
21- Ability to prepare annual or quarterly reports for accompanying work teams.
22- Ability to read and analyze financial statements and participate in preparing annual budgets.
23- Following up on financial payments and coordinating with other departments on payment schedules.
24- Ability to identify and update project budgets and determine the percentage of deviation in actual costs from the approved budget.
25- Ability to prepare organizational structures and identify technical teams for each project, whether from supervising consultants or contractors.
26- Ability to read and analyze site reports and determine the extent to which contractor outputs meet the required targets.
27- Ability to review and prepare architectural solutions and engineering sketches and formulate the required technical modifications to the plans.
28- Ability to negotiate with external parties, analyze items, and know the estimated prices for project execution.
29- Ability to identify direct and indirect expenses and prepare initial project costs.
Requirements
- GOSI Registration Required or Sponsorship Transfer
- Requires +10 Years experience
- Expert or Advanced in English
