Acwa China is seeking a Local Content Associate Manager to join its team in Jeddah, Saudi Arabia. This full-time position is crucial for ensuring compliance with local content regulations and driving localization initiatives across the company's operations.

Role Overview

The Local Content Associate Manager will be responsible for managing and coordinating the implementation, monitoring, and reporting of Local Content requirements and targets. This role ensures strict compliance with applicable LCGPA regulations, guidelines, and contractual obligations, while actively working to improve Local Content performance and drive localization initiatives.

Key Responsibilities

  • Prepare, maintain, and analyze Local Content Obligation Reports, including Baseline, Progress, and Audit Reports, along with related dashboards and KPIs.
  • Collect, review, validate, and analyze procurement, supplier, financial, cost, payroll, and other data essential for Local Content reporting and compliance.
  • Coordinate the preparation and submission of Local Content audit reports and liaise with external auditors to ensure timely completion and submission of required documentation.
  • Monitor Local Content performance against approved targets, identify performance gaps and potential risks, and develop and follow up on mitigation and corrective action plans.
  • Monitor changes in Local Content regulations, guidelines, templates, targets, and requirements issued or updated by LCGPA, ensuring relevant changes are reflected in Local Content processes and reporting.
  • Coordinate with Procurement, Supply Chain, Finance, Accounting, HR, Payroll, Operations, and other relevant internal and external stakeholders to effectively address Local Content requirements and targets.
  • Manage and coordinate local supplier registration, supplier development, localization initiatives, and other activities aimed at increasing Local Content.
  • Identify and drive opportunities to improve Local Content through procurement, sourcing, supplier development, and localization activities.
  • Maintain accurate Local Content records, databases, supporting documentation, and audit evidence.
  • Track and follow up on Local Content related actions, commitments, deliverables, and deadlines to ensure timely completion.
  • Prepare management presentations, dashboards, and performance updates related to Local Content.
  • Drive the implementation, standardization, and continuous improvement of Local Content processes, procedures, and reporting practices.
  • Perform other Local Content-related tasks as assigned.

Required Qualifications and Experience

Candidates should possess a minimum of 5 to 10 years of relevant experience, alongside the following qualifications:

  • Good understanding of LCGPA guidelines, regulations, requirements, and applicable Local Content compliance requirements.
  • Proven experience in dealing and communicating with government entities and relevant authorities.
  • Working knowledge of Procurement, Supply Chain, Finance, Accounting, Vendor Management, or related areas, with the ability to understand and analyze procurement and financial data relevant to Local Content activities.
  • Experience in supporting local supplier development, localization initiatives, and identifying opportunities to improve Local Content performance.
  • Demonstrated ability to manage multiple priorities and meet deadlines effectively.

Work Type and Location

This is a full-time position based in Jeddah, Saudi Arabia, requiring dedicated on-site presence to manage local content initiatives effectively.
