About the Role

Catrion Group is seeking a Manager, Procurement Excellence & Mobilization to oversee procurement governance, performance management, and mobilization activities. This full-time position is based in Jeddah and requires 5-10 years of experience.

Role Purpose and Scope

The primary objective of this role is to enhance procurement effectiveness and ensure operational readiness by standardizing processes, driving continuous improvement, and supporting new business deployments. The Manager will be instrumental in ensuring procurement operations align with business objectives and maintain high standards of efficiency and compliance.

Key Responsibilities

  • Develop, implement, and monitor division policies, systems, processes, procedures, and controls to ensure adherence to legislative requirements and consistent delivery of quality, cost-effective services.
  • Ensure alignment with the organization’s compliance manual and Code of Ethics.
  • Lead change management through continuous improvement of division systems, processes, and practices, incorporating global best practices and business environment changes.
  • Ensure timely and accurate preparation of all division reports according to Catrion’s requirements and quality standards.
  • Manage the audit program and serve as the key procurement contact for governance and control matters.
  • Establish and maintain procurement policies, procedures, and process standards across sourcing and procurement operations for consistency, compliance, and control.
  • Drive process standardization across the procure-to-pay cycle, including PR to PO, contracting, and follow-up activities, to improve efficiency and reduce errors.
  • Ensure compliance with procurement governance frameworks and competitive sourcing practices to support audit readiness and regulatory adherence.
  • Develop and monitor procurement KPIs and performance dashboards to provide visibility on performance, bottlenecks, and improvement areas.
  • Analyze procurement data, including spend, supplier performance, and operational metrics, to identify trends and inform data-driven decision-making.
  • Coordinate between sourcing teams and procurement operations to ensure seamless execution across the procurement lifecycle.
  • Support the resolution of complex procurement issues and escalations by analyzing root causes and implementing corrective actions.
  • Identify opportunities for process improvement, automation, and efficiency enhancement across procurement activities.
  • Drive the implementation of improvement initiatives across sourcing and operations teams to enhance productivity and service quality.
  • Support the monitoring of supplier performance and contractual compliance by analyzing delivery, pricing, and service metrics.
  • Collaborate with category teams to improve supplier performance frameworks and reporting.
  • Act as a key owner for system-related improvements and efficiency opportunities with ERP/SAP/Ariba and other programs, standardizing data, workflows, and reporting structures.
  • Enhance data accuracy and reporting capabilities across procurement functions to support decision-making and performance tracking.

Qualifications and Experience

Candidates should possess 5-10 years of relevant experience in procurement, with a strong understanding of governance, process improvement, and system implementation. Experience with ERP systems such as SAP and Ariba is highly desirable.

Work Environment

This is a full-time position located in Jeddah. The role involves close collaboration with various internal teams to drive procurement excellence across the organization.
