About the Role

Saudia Dairy & Foodstuff Company (SADAFCO) is seeking a Purchase Manager - Business, HR and Facility Services to join their team in Jeddah. This full-time role is responsible for driving SADAFCO’s long-term procurement strategy and short-term execution plans for HR, Business, and facility services. The manager will ensure end-to-end sourcing, contracting, supplier governance, performance management, and commercial optimization across a wide range of corporate support services.

Key Responsibilities

• Manage the complete procurement cycle for Business, HR, and facility services, including recruitment, manpower outsourcing, training, employee benefits, travel, accommodation, uniforms, cleaning, catering, security, maintenance, and utilities.
• Develop long-term procurement strategies for HR Services and Facility Management, defining sourcing models, supplier panels, contract structures, and three-year category roadmaps.
• Drive supplier and market profiling for various service providers, including capability assessment, labor compliance, insurance validation, HSE screening, and supplier segmentation.
• Collect and analyze market intelligence on labor conditions, cost drivers, regulatory impacts, and service-level innovations to identify sourcing opportunities and value.
• Develop, implement, and maintain procurement policies, governance frameworks, approval workflows, and contract compliance processes for HR Services and Facility Management spend.
• Prepare and issue RFI, RFQ, RFP, bid, and tender documents for a wide range of HR and workplace support services.
• Conduct commercial evaluations based on total cost of ownership, service levels, compliance, and long-term value.
• Develop detailed service cost models, benchmark pricing, and apply structured negotiation tactics to achieve targeted savings and service continuity.
• Identify and implement cost reduction and value improvement projects across HR Services and Facility Management, ensuring alignment with internal stakeholders.
• Prepare, review, and coordinate service contract drafts, master service agreements, SLAs, and KPIs, ensuring timely renewals.
• Map and phase annual HR Services and Facility Management spend against operational plans, providing accurate cash flow projections and budget visibility.
• Develop supplier performance evaluation matrices and conduct periodic business reviews to monitor and improve service provider partnerships.
• Conduct supplier risk assessments and develop alternate service provider plans to ensure service continuity and mitigate risks.
• Introduce supplier innovation, service improvement ideas, workplace technology, and sustainability initiatives, collaborating with internal stakeholders.
• Ensure compliance with applicable regulatory, labor, HSE, insurance, and local requirements for all service providers.
• Negotiate, implement, and monitor service SLAs, response times, and operational timelines to ensure reliable and timely service delivery.

Experience Required

Candidates should possess 5-10 years of relevant experience in procurement, specifically within business, HR, and facility services.
