About the Role

Saudia Dairy & Foodstuff Company (SADAFCO) is seeking a Purchase Manager - Marketing Services to join their team in Jeddah. This full-time role is responsible for driving SADAFCO’s long-term procurement strategy and short-term execution plans for Marketing ATL & BTL and other related spend/services. The position requires 5-10 years of experience in a relevant field.

Role Purpose and Scope

The Purchase Manager will ensure end-to-end sourcing, contracting, supplier governance, performance management, and commercial optimization across a broad range of marketing and related services. This includes media, creative, production, events, activations, POSM, agencies, digital marketing, brand services, contract manufacturing, co-packing, and packaging conversion. The role is accountable for delivering sustainable value, brand impact, cost transparency, innovation, supply continuity, quality compliance, speed-to-market, and risk mitigation through collaboration with internal and external partners.

Key Responsibilities

  • Manage the complete end-to-end procurement cycle for Marketing ATL & BTL and Co-pack Services, including media buying, creative and digital agencies, brand production, promotions, events, activations, POS materials, and market research.
  • Execute SADAFCO’s long-term procurement strategy for Marketing ATL, BTL, and Co-pack Services, defining sourcing models, agency ecosystems, supplier panels, and commercial models aligned with business priorities.
  • Drive supplier and market profiling for various service providers, including capability assessment, compliance screening, quality certification review, and supplier segmentation.
  • Collect and analyze global, regional, and local market intelligence on media inflation, agency remuneration, production costs, digital marketing trends, and co-pack capacity to identify value opportunities.
  • Develop, implement, and continuously improve procurement policies, sourcing governance frameworks, approval workflows, and contract compliance processes.
  • Prepare and issue RFI, RFQ, RFP, bid, and tender documents for relevant marketing and co-pack projects and services.
  • Prepare commercial evaluation matrices to compare bids based on total cost of ownership, technical fit, service levels, and long-term value.
  • Develop cost models and apply structured negotiation tactics to achieve targeted savings and risk-balanced commercial outcomes.
  • Identify and implement cost reduction projects on a total cost of ownership basis, aligning internal stakeholders for timely execution.
  • Prepare contract drafts and ensure timely renewal of supply agreements, establishing unified corporate rate cards for agencies and freelancers.
  • Map and phase annualized spends against the KSA retail and cultural calendar, providing accurate monthly cash outflow projections to the Finance team.
  • Develop supplier performance evaluation matrices and build strong relationships with strategic supply partners.
  • Conduct supplier SWOT analysis and develop alternate supplier plans to ensure supply security and risk management.
  • Support timely innovation and launch of new products, collaborating with Brand Marketing, Demand Planning, and Operations.
  • Understand and implement regulatory requirements as per local laws and authorities (*, ZATCA, SFDA).
  • Negotiate and implement rate agreements, managing SLA requirements to ensure timely delivery of articles.

Qualifications and Experience

  • 5-10 years of relevant experience in procurement, specifically within marketing services.
  • Demonstrated ability to develop and execute procurement strategies for ATL, BTL, and co-pack services.
  • Experience with market intelligence gathering, cost modeling, and negotiation.
  • Strong understanding of contract management and supplier relationship development.
  • Familiarity with local regulatory requirements in Saudi Arabia.

This role operates within a dynamic environment, requiring strong partnership with various internal departments including Marketing, Sales, R&D, Quality, Supply Chain, Finance, and Legal, as well as external strategic partners.
