About the Role

Saudia Dairy & Foodstuff Company (SADAFCO) is seeking a Purchase Manager - IT & Professional Services to join their team in Jeddah. This full-time role is responsible for developing and executing SADAFCO’s long-term procurement strategy and short-term plans for IT and Professional Services. The manager will oversee end-to-end sourcing, contracting, supplier governance, and commercial management across a wide range of services and technologies.

Role Purpose and Impact

The primary purpose of this position is to ensure business continuity, drive value creation, mitigate risks, and optimize costs within the IT and Professional Services procurement categories. The role also focuses on fostering supplier innovation and strong stakeholder partnerships, all while supporting SADAFCO’s digital transformation and operational excellence initiatives. This includes managing procurement for software, SaaS, cloud, infrastructure, cybersecurity, telecommunications, hardware, IT services, subscriptions, consulting, and managed services.

Key Responsibilities

• Manage the complete procurement cycle for IT & Professional Services, including software, SaaS, cloud platforms, infrastructure, cybersecurity, telecom, hardware, and enterprise applications.
• Execute and support SADAFCO’s long-term procurement strategy for IT and Professional Services, defining sourcing approaches and commercial models.
• Drive supplier and market profiling for technology OEMs, system integrators, cloud providers, and professional services firms, including vendor qualification and onboarding.
• Collect and analyze global and regional market intelligence on technology trends, cloud commercial models, and licensing to inform sourcing decisions.
• Develop, implement, and maintain procurement policies, governance frameworks, and operating procedures for IT & Professional Services spend.
• Prepare and issue RFI, RFQ, RFP, bid, and tender documents for IT projects, software subscriptions, cloud services, and major professional service contracts.
• Conduct commercial evaluations and cost comparisons based on total cost of ownership, technical fit, service levels, and contractual terms.
• Develop cost models for various IT and professional services, applying structured negotiation tactics to achieve targeted savings.
• Identify and implement cost reduction projects, ensuring timely execution and stakeholder alignment.
• Prepare contract drafts and ensure timely renewal of supply agreements to minimize legal risks.
• Prepare annual IT procurement budgets, reviewing past spending and projecting future requirements.
• Develop supplier performance evaluation matrices and build strong relationships with key suppliers.
• Conduct supplier SWOT analysis and develop alternate supplier plans to ensure supply security and risk management.
• Support innovation and the timely launch of new products by leveraging supplier research and development insights.
• Ensure conformity with local regulatory requirements as communicated by relevant authorities.
• Negotiate and implement rate agreements and manage SLA requirements to ensure timely delivery of services.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant experience in procurement, specifically within IT and Professional Services.
• Demonstrated experience in strategic sourcing, contract negotiation, and supplier management.
• Strong understanding of IT categories such as software, SaaS, cloud platforms, infrastructure, and cybersecurity.
• Ability to analyze market intelligence and convert data into actionable sourcing insights.
• Proficiency in developing and implementing procurement policies and governance frameworks.
