About the Role
The Islamic Development Bank (IsDB) is seeking a Supplemental Workforce Management Specialist for a contract position in Jeddah, Makkah. This role is responsible for the end-to-end management of the Supplemental Workforce (SWF) at IsDB Headquarters through service providers, and provides guidance to Regional Hubs on SWF management. The specialist ensures effective talent acquisition, efficient workforce administration, compliance with Bank policies, and optimal utilization of SWF resources.
Key Responsibilities
- Oversee the full employee lifecycle administration for SWF at IsDB Headquarters via service providers, including sourcing, screening, interview coordination, selection recommendations, onboarding, contractual administration, payroll, benefits, attendance, leave, performance, and separation processes.
- Manage SWF contracting matters at IsDB Headquarters, coordinating with business units, Procurement, Financial Control, Legal, and the Health Services Center.
- Obtain and verify approvals and budget clearances for new and existing SWF positions, ensuring timely implementation of actions and compliance with contractual obligations.
- Provide guidance, coordination, and operational support to Regional Hubs for SWF management, adhering to Bank policies, procedures, and budgets.
Operational Planning and Coordination
- Contribute to annual planning for SWF requirements, budgets, and workforce plans, and participate in SWF planning and operational continuity.
- Provide guidance to business units and SWF on Bank policies, regulations, processes, and operational requirements.
- Analyze operational requirements, recommend improvements, and monitor SWF trends and best practices.
- Coordinate SWF planning with business units and service providers, monitoring headcount against approved budgets and exploring alternative engagement models.
- Prepare periodic workforce updates and reports to support management decision-making.
- Coordinate end-to-end recruitment for SWF positions, including reviewing requisitions, verifying budget availability, and coordinating offers, onboarding, and induction through service providers.
Vendor and Workforce Management
- Manage the relationship with SWF service providers through regular meetings to resolve operational issues and ensure effective service delivery in line with contractual obligations and Bank policies.
- Maintain and periodically review the database of SWF service providers and contractual information.
- Support procurement activities for SWF services, including market research, RFPs, evaluation, selection, and onboarding of providers.
- Participate in SWF contract negotiations, renewals, and amendments.
- Oversee the SWF service provider's administration of the SWF employee lifecycle, including onboarding, probation, contract renewals, employee movements, performance reviews, disciplinary matters, and separation.
- Review, validate, and monitor SWF service provider submissions and workforce administration activities, such as payroll, invoices, medical insurance, and visa renewals, to ensure accuracy and compliance.
- Conduct periodic performance reviews of SWF service providers, monitor KPIs, identify service gaps, and recommend corrective actions and improvements.
- Analyze SWF service costs, workforce utilization, and contractual expenditures, recommending cost optimization opportunities.
Policy, Compliance, and Improvement
- Participate in developing, reviewing, and updating policies, procedures, and operational guidelines related to SWF management.
- Ensure SWF activities comply with Bank policies, contractual requirements, and applicable labor laws and regulations.
- Monitor SWF service provider compliance and recommend corrective actions.
- Support internal and external audits related to SWF activities and coordinate the resolution of audit observations.
- Identify opportunities to improve SWF processes, controls, and service delivery, and maintain SWF records in accordance with Bank requirements.
Experience Required
Candidates should possess 5-10 years of relevant experience in workforce management or a related field.
