About the Role

Saudi AVITO Information Technology Limited Company is seeking an experienced Project Manager to lead the on-site delivery of a major strategic project in Medina. This full-time, on-premise role requires a professional with 5-10 years of experience in project management, particularly within the aviation sector.

Project Delivery and Territory Management

Initially, the Project Manager will be responsible for the end-to-end on-site delivery of a significant project in Saudi Arabia, ensuring adherence to scope, schedule, budget, and quality objectives. This includes acting as the primary point of contact for local stakeholders, customers, partners, and vendors, and ensuring compliance with TIBAH Project Management Office (PMO) governance, standards, and reporting requirements. Proactive management of project risks, issues, dependencies, and change requests, along with coordination of local resources and regional teams, will be critical. Following the successful completion of this initial project, the role will expand to encompass the management and coordination of all ICT and ULV/ELV projects within the scope of the Medina airport expansion project. This will involve implementing and sustaining TIBAH-defined PMO governance and processes at a regional level, ensuring consistent application of project management methodology, and supporting portfolio planning and regional capacity management.

Governance and Collaboration

The Project Manager will operate under governance centrally defined by the TIBAH PMO, adhering to established standards for planning, execution, reporting, risk management, and project closure. Day-to-day project execution, local coordination, and stakeholder management will be handled by the local team and the Project Manager. Collaboration with the TIBAH PMO and Headquarter PMO is essential, including participation in PMO reviews, audits, and governance forums. Continuous improvement will be fostered by feeding lessons learned and regional insights back to the TIBAH PMO.

Required Qualifications and Experience

Candidates must possess:

• A minimum of 7-10 years of experience as a Project Manager delivering complex projects.
• Proven experience managing and supporting the delivery of airport IT and aviation systems projects.
• Demonstrated experience managing on-site/on-premise projects, preferably in Saudi Arabia or the GCC region.
• Prior experience working within organizations with a central PMO governance model is highly preferred.
• A strong background in stakeholder management across customers, vendors, and internal teams.
• Experience transitioning from single-project leadership to multi-project or territory-level responsibility is advantageous.

Technical and Soft Skills

The ideal candidate will have:

• Extensive knowledge of airport operations, aviation applications, and the aviation industry.
• Solid understanding of standard project management methodologies (*, PMBOK®, PRINCE2®, Agile/Hybrid).
• Strong skills in planning, budgeting, risk and issue management, and reporting.
• Comfort working with PMO tools, dashboards, and structured governance frameworks.
• PMP®, PRINCE2®, or equivalent certification is preferred.
• Strong leadership and decision-making abilities in on-site environments.
• Ability to work independently while adhering strictly to HQ governance.
• Excellent communication and stakeholder management skills.
• Cultural awareness and the ability to operate effectively in a Saudi Arabian business environment.
• A high level of discipline, ownership, and accountability.

Location and Language Requirements

This role is based in Medina, Saudi Arabia. Fluent Arabic and English (written and spoken) is mandatory. Availability for full on-site presence during the initial project phase is required. Candidates should be based in Saudi Arabia or willing to relocate.
