Commercial Manager

About the Role

IHCC is seeking a Commercial Manager to lead the Commercial function at its head office in Makkah, Saudi Arabia. This full-time role is responsible for overseeing project commercial delivery across the active portfolio, ensuring consistent execution of commercial decisions, both internal and external. The Commercial Manager will provide executive-level commercial oversight, identify risks for leadership, report on project financial health, and manage time and cost claims across the portfolio. The position requires over 10 years of experience in a relevant field.

Key Responsibilities

• Lead the commercial operating model at IHCC head office, covering project commercial delivery, revenue management, cashflow governance, variations, and claims.
• Establish and enforce commercial governance standards across internal and external projects, including cashflow governance, commercial coverage, payment application discipline, and claim management.
• Provide executive oversight of the project commercial function across the active portfolio, ensuring appropriate commercial coverage for each project.
• Contribute commercial input during the pre-award and bid stages, reviewing bid assumptions, payment terms, cashflow implications, and key risks.
• Manage payment certification, invoice generation, variation processing, and payment-application discipline across all projects.
• Own the final account and commercial close-out process for each project, including reconciliation, negotiation, and coordination with Finance for final payments.
• Lead commercial management of subcontractor and supplier packages throughout the project lifecycle, managing commercial exposure and escalations.
• Ensure consistent application of contractual policy, templates, and precedents across all live projects through a functional reporting line to the Corporate Contracts Department.
• Partner with Corporate Contracts on contractual interpretation, risk assessment of new contracts, and strategy for live claims and disputes.
• Lead the commercial function’s management of time and cost claims, ensuring adherence to contractual time bars and maintenance of contemporaneous records.
• Identify and track material commercial, contractual, claim, and cashflow risks, ensuring clear ownership and escalation routes.
• Produce weekly project commercial reporting packs, including project commercial decks, revenue reports, cashflow projections, and claim status for executive leadership.
• Establish and monitor portfolio commercial KPIs and control logs, validating data accuracy and reporting exceptions.
• Lead and develop the Head Office Commercial team and project commercial resources, setting performance expectations and defining career pathways.
• Establish effective interfaces with Finance, Project Controls, Estimation, Operations, and the Corporate Contracts Department.

Qualifications and Experience

• A minimum of 10 years of experience in commercial management within a relevant industry.
• Demonstrated ability to lead commercial functions and manage project commercial delivery across a portfolio.
• Experience in establishing and enforcing commercial governance standards.
• Proficiency in managing claims, variations, and commercial risk.
• Strong understanding of contractual governance and interfaces with corporate contracts departments.
• Experience in producing executive-level commercial reports and analytics.
• Proven leadership skills with the ability to develop and manage commercial teams.

Work Environment

This is a full-time position based at the IHCC head office in Makkah, with responsibilities extending to projects in Jeddah and Makkah. The role involves cross-functional collaboration with various departments including Finance, Operations, Estimation, Project Controls, and Corporate Contracts.
