About the Role

SYSTRA Arabia is seeking a highly accomplished Project Director, Transport Strategy and Integrated Mobility, to provide strategic leadership in Makkah. This full-time role is central to shaping and guiding the Client’s long-term transport agenda, focusing on the development of integrated mobility solutions.

Role Purpose and Impact

The Project Director will act as a senior advisor and delivery leader, responsible for driving the development of integrated transport strategies, master plans, regulatory frameworks, and institutional coordination models. This position plays a critical role in aligning transport priorities with wider government objectives, translating strategic vision into implementable programs, and fostering effective collaboration across public and private sector stakeholders to ensure major transport initiatives deliver long-term value, resilience, and network integration across the region.

Key Responsibilities

• Lead the definition and evolution of the Client’s long-term transport vision, ensuring alignment of strategies, master plans, and programs with national, regional, economic, and urban development priorities.
• Provide executive oversight of major transport studies, policies, and planning initiatives to contribute to a coherent and integrated transport ecosystem.
• Conduct strategic review and assessment of transport-related strategies, policies, and plans submitted by government entities to ensure consistency and advise on policy gaps.
• Support the development of governance frameworks, decision-making mechanisms, and cross-sector coordination models to improve accountability and stakeholder alignment.
• Shape and promote innovative business and delivery models, identifying strategic opportunities for public-private partnerships and market participation.
• Oversee the strategic planning of public transport networks, corridors, and facilities to ensure integrated, demand-responsive, and future-oriented mobility solutions.
• Lead the development of high-level technical, operational, and safety frameworks for a modern, reliable, and compliant transport system across all modes.
• Provide strategic oversight of fare policy, licensing structures, service fees, and revenue collection frameworks to ensure financial transparency and commercial sustainability.
• Serve as a senior focal point for coordination among government entities, transport authorities, and external stakeholders, building alignment and ensuring effective governance.
• Provide strategic oversight of licensed operators and service providers to ensure transport services meet defined standards of safety, quality, and reliability.
• Lead the identification and resolution of critical transport sector challenges through evidence-based analysis and cross-functional collaboration.

Required Qualifications

• Extensive experience of 10+ years in developing and implementing urban/regional transport strategies and master plans in the GCC/Middle East.
• Proven ability to manage public-private partnerships and navigate complex regulatory environments.
• Demonstrated capability to deliver C-Level/Board Presentations.

This is a full-time position based in Makkah, Saudi Arabia.
