About the Senior Business Rules and Operations Manager Role

Fakeeh Care Group, located in Jeddah, Makkah, Saudi Arabia, is seeking a Senior Business Rules and Operations Manager for a full-time position. This role is central to supporting strategic enablement, process optimization, analytics, and capability building across the Revenue Cycle Management (RCM) function within the organization.

Strategic Purpose and Operational Impact

The Senior Business Rules and Operations Manager ensures the implementation of scalable operating models, promotes knowledge transfer, and facilitates data-driven decision-making within RCM. Acting as an internal partner, this role drives innovation, performance improvement, and operational resilience through collaboration with stakeholders and governance teams.

Key Responsibilities

  • Lead enterprise-wide RCM process reviews to identify inefficiencies and redesign workflows for scalability and standardization.
  • Support RCM functional leads in documenting current and future-state workflows, Standard Operating Procedures (SOPs), and operational policies.
  • Collaborate with department leads to embed best practices across operations.
  • Apply Lean, Six Sigma, or similar methodologies to structure and sustain operational improvements.
  • Serve as an internal transformation partner to RCM leadership and stakeholders, piloting new models and guiding execution across functions.
  • Monitor the adoption of initiatives and measure their business impact.

Governance and Compliance Oversight

  • Act as the RCM interface for compliance, audit, and governance-related meetings.
  • Document meeting outcomes, track revisions, and coordinate responses to governance feedback.
  • Ensure alignment between operational priorities and external oversight requirements.
  • Provide governance and oversight for clinical coding performance and compliance.
  • Lead audits and corrective action plans in collaboration with billing and compliance teams.
  • Ensure alignment between clinical documentation, coding quality, and payer expectations.

Knowledge Management and Capability Building

  • Develop and lead training programs, SOP documentation, and onboarding initiatives to institutionalize knowledge and reduce reliance on individuals.
  • Promote a culture of continuous learning and performance across the RCM team.
  • Partner with site leads to cascade knowledge effectively across entities.

Required Experience

Candidates for this full-time role should possess 5 to 10 years of relevant professional experience in business rules, operations management, or Revenue Cycle Management within a healthcare setting.
