About the Role

Qiddiya | القدية is seeking an Assistant Manager - Finance and Procurement Operations Business Partner to join its team in Riyadh, Riyadh Province. This full-time role is dedicated to supporting the Marketing function by managing its financial planning, procurement activities, vendor relationships, and operational requirements.

Role Purpose and Context

The Assistant Manager serves as the primary coordination point between the Marketing department and key corporate functions, including Finance, Procurement, and Legal, as well as external suppliers. The position ensures that all budgets, purchase requests, contracts, purchase orders, and payments are managed efficiently and in strict adherence to organizational policies and procedures.

Key Responsibilities

  • Support the preparation and management of the Marketing department’s annual budget and financial plans, including forecasting spending across campaigns, events, media, and other activities.
  • Monitor actual spending, commitments, and available budgets against approved plans, preparing regular budget reports, forecasts, and variance analyses.
  • Coordinate procurement requirements for marketing campaigns and services, supporting the preparation and submission of purchase requisitions, requests for proposals, and purchase orders.
  • Track procurement activities from initial request through sourcing, evaluation, contracting, and payment, ensuring all requests are supported by required approvals and documentation.
  • Coordinate the onboarding and registration of new Marketing vendors and agencies, maintaining accurate records of contracts, purchase orders, and payment schedules.
  • Monitor vendor performance against agreed service levels and support the resolution of vendor disputes, delayed deliverables, and invoice discrepancies.
  • Review invoices and supporting documents to confirm alignment with contracts and purchase orders, coordinating with Marketing teams for service confirmation and approvals.
  • Act as the main operational link between Marketing and Finance, Procurement, and Legal, advising stakeholders on relevant financial, procurement, and contracting processes.
  • Ensure all Marketing financial and procurement activities comply with organizational policies, delegated authorities, and approval requirements, maintaining complete and accurate documentation.
  • Identify process gaps and recommend improvements to increase efficiency, visibility, and compliance within Marketing operations.

Qualifications and Experience

  • Bachelor’s degree in Finance, Accounting, Business Administration, Procurement, Supply Chain Management, or a related field.
  • Professional certification in Finance, Procurement, Supply Chain, or Project Management is considered an advantage.
  • Minimum of 4–6 years of relevant experience in finance operations, procurement, commercial operations, business partnering, or budget management.
  • Previous experience supporting a Marketing, Communications, Events, Media, or Sponsorships function is preferred.
  • Demonstrated experience managing budgets, purchase requisitions, purchase orders, contracts, invoices, and vendor relationships.

Required Skills and Attributes

  • Strong analytical skills for financial planning, budget monitoring, and variance analysis.
  • Proficiency in procurement processes, including RFP management, contract negotiation support, and purchase order issuance.
  • Excellent vendor and contract management capabilities, including performance monitoring and issue resolution.
  • Adept at invoice and payment management, ensuring accuracy and timely processing.
  • Effective business partnering and stakeholder management skills, with the ability to build strong internal and external relationships.
  • Commitment to governance, compliance, and accurate financial reporting.
