About the Role

Procure & Recruit Solutions is seeking a Business Development Manager – O&M and Industrial Services to join their team in Riyadh, Saudi Arabia. This role is central to driving the growth of operations & maintenance and industrial service offerings across key sectors including power generation, utilities, and industrial facilities within Saudi Arabia. The Manager will leverage the Marubeni Group’s O&M platform, technical expertise, and proven operational track record to secure new business and enhance market competitiveness.

Role Context and Objectives

The primary objective of this position is to expand O&M capabilities to new customers, markets, and service lines across the Kingdom and the wider region, while also supporting the reliable operation of existing power assets. This involves strategic market analysis, partnership development, and leading full-cycle business development processes from opportunity identification to contract award.

Key Responsibilities

• Build and manage a robust pipeline of power and water O&M opportunities, leading full-cycle business development and contract award processes.
• Develop and execute strategies to strengthen the competitiveness of existing O&M operations, including insourcing, strategic partnerships, consolidated procurement, and collaboration with OEMs, specialist providers, and local firms.
• Conduct market research and define growth strategies for O&M and plant maintenance services across the Middle East, with priority on Saudi Arabia.
• Analyze markets, customers, competitors, and emerging opportunities across power, water, oil and gas, petrochemicals, industrial facilities, data centers, and adjacent sectors.
• Identify and evaluate strategic partners, investment opportunities, and M&A targets to support business expansion.
• Support the reliable operation of existing power assets while expanding O&M capabilities to new customers, markets, and service lines across the Kingdom and region.

Qualifications and Experience

• Minimum of 5 years of work experience in Saudi Arabia in the same domain or a directly related role.

Work Type and Location

This is a Contract position based in Riyadh, Saudi Arabia. The role requires a presence in the region to effectively manage market development and client relationships.
