About the Role

Hiresquad Resources is seeking a Cards Technical Implementation Lead for a contract position in Riyadh, Saudi Arabia. This role supports a leading BNPL fintech launching mass-market consumer credit cards, wallet-linked prepaid cards, and commercial card products in Saudi Arabia. The position involves working closely with the client's Product and Technology teams to lead the end-to-end technical implementation, certification, and production launch of new card programs. The successful candidate will own the complete delivery lifecycle, from principal membership and BIN setup through processor integration, scheme certification, digital wallet enablement, and production go-live.

Key Responsibilities

• Lead the end-to-end technical implementation of consumer credit, prepaid/wallet, and commercial card programs.
• Manage BIN requests, ICA assignment, processor onboarding, CMS integration, and payment scheme certification.
• Drive principal membership enablement, coordinating with card schemes and ensuring SAMA regulatory compliance.
• Oversee card production, personalization, fulfillment, and digital issuance.
• Deliver Apple Pay, Google Pay, and xPay integration, including MDES tokenization, 3DS configuration, and digital provisioning.
• Lead scheme certification activities, including MIP testing, SIT, UAT, performance testing, security testing, and production readiness.
• Configure authorization, authentication, settlement, and dispute management processes.
• Coordinate cross-functional delivery across processors, personalization bureaus, payment schemes, compliance, product, and engineering teams.
• Manage project governance, risk tracking, milestone reporting, and production stabilization after go-live.

Qualifications and Requirements

• Over 10 years of experience in payments technology, card issuing, processor integration, or card implementation programs.
• Proven experience delivering end-to-end technical implementation of:
  • Consumer Credit Cards
  • Wallet/Prepaid Cards
  • Commercial Cards
• Hands-on experience with BIN setup, ICA assignment, principal membership enablement, and payment scheme certification.
• Experience integrating with Tier-1 issuer processors.
• Strong understanding of the SAMA regulatory framework for card issuance and consumer finance.
• Immediate joiners or candidates serving up to a 30-day notice period are preferred.

Technical Competencies

• Proficiency with Card Management Systems (*, PowerCARD, Way4, VisionPLUS, Cortex, Prime, or similar).
• Comprehensive understanding of complete card lifecycle management: Issuance, Authorization, Clearing & Settlement, Chargebacks & Disputes.
• Expertise in ISO 8583 and ISO 20022 messaging.
• Experience with Tokenization (MDES/VTS), Apple Pay, Google Pay, and xPay.
• Knowledge of 3D Secure (3DS) and PCI-DSS compliance.
• Familiarity with API integrations and cloud-native architectures.
• Experience with certification environments and payment simulators.

Preferred Experience and Tools

• Experience with greenfield card program launches.
• Prior work within Fintech or BNPL organizations.
• Knowledge of the GCC/MENA payments ecosystem.
• Understanding of Shariah-compliant financial products.
• Familiarity with tools and platforms such as JIRA, Confluence, MS Project, Postman, SoapUI, Payment MIP, and scheme certification/testing tools.
• Certifications such as PMP or PRINCE2, Payment Certified Associate/Professional, or Fraud Management/Dispute Resolution are advantageous.
