Job Description

About the Role

Parsons is seeking a Commercial Manager to join its team in Riyadh. This full-time role involves managing the commercial aspects of a significant infrastructure development, ensuring profitability, compliance, and project adherence. The Commercial Manager will operate within a multidisciplinary "Delivery Partner" team, navigating complex Design-Build environments and overseeing high-value contract portfolios.

Key Responsibilities

  • Oversee all commercial reporting, including cost planning, budgeting, cash flow forecasting, and Earned Value Analysis (EVA).
  • Administer complex contracts such as FIDIC, NEC, or bespoke agreements, ensuring full adherence to contractual obligations and KSA procurement laws.
  • Proactively identify contractual and financial risks early in the project lifecycle and develop strategies to protect the interests of both Parsons and the Client.
  • Lead the assessment, negotiation, and resolution of significant variations, change orders, and potential disputes.
  • Act as the primary commercial point of contact for the Client, government authorities, and major subcontractors to drive value optimization.
  • Mentor and lead a team of Quantity Surveyors and Cost Engineers, fostering professional integrity and technical excellence.

Qualifications and Experience

  • A minimum of 10 years of relevant experience in commercial management.
  • Demonstrated experience in managing complex contracts within infrastructure development projects.
  • Proficiency in financial reporting, cost control, and risk mitigation strategies.

Required Skills

  • Strong understanding of contractual frameworks (FIDIC, NEC, or bespoke).
  • Ability to lead negotiations and resolve claims and disputes effectively.
  • Excellent stakeholder management and communication skills.
  • Leadership capabilities to guide and develop a team of technical professionals.

Work Environment

This role is based in Riyadh and involves working within a multidisciplinary Delivery Partner team on one of the Kingdom's infrastructure developments. The position is full-time.
