Commercial Manager (Quantity Surveying)

TDG is seeking a Commercial Manager (Quantity Surveying) to join its team in Riyadh. This full-time role is central to ensuring cost certainty across TDG’s diverse development portfolio. The position requires 5-10 years of experience and combines hands-on quantity surveying with comprehensive commercial and contractual management, guiding projects from initial feasibility through to final account agreement.

Role Purpose and Context

This is a working commercial role focused on personal measurement, pricing, and cost interrogation, rather than supervisory duties or reliance on external consultants. The Commercial Manager will provide TDG with an independent, informed, in-house commercial perspective on every project. The role is part of the Delivery function, reporting to the Chief Delivery Officer, and involves close collaboration with Development for feasibility inputs and Finance for cashflow, accruals, and payments.

Key Responsibilities

  • Prepare and maintain cost plans at concept, scheme, and detailed design stages, benchmarking against KSA construction rates and recent tender returns.
  • Provide construction cost, escalation, and contingency inputs for development appraisals and financial models, challenging unsupported assumptions.
  • Undertake proactive cost-impact assessments of design changes.
  • Prepare, review, and interrogate bills of quantities, verifying consultant-prepared quantities.
  • Manage the end-to-end tender process, including documentation, enquiry issue, bid levelling, commercial adjudication, and preparing tender reports with clear recommendations.
  • Contribute to procurement strategy, including work packaging, contract form selection, and balancing risk transfer against price.
  • Administer construction contracts under FIDIC and bespoke Saudi forms, assessing monthly applications for payment, pricing and negotiating variations, and managing final accounts.
  • Assess extension of time and loss and expense claims, preparing TDG’s response and defending the company’s position with contemporaneous records.
  • Produce monthly commercial reports for each project, covering budget, committed spend, actual cost, anticipated final cost, and forecast variance.
  • Maintain change control, risk, and contingency drawdown registers, flagging adverse cost movements early with proposed mitigation.
  • Negotiate consultant and contractor fees and terms, prepare commercial summaries, and validate invoices against contracted deliverables.
  • Ensure correct treatment of VAT and withholding tax on construction and consultancy invoices in coordination with Finance.
  • Operate strictly within TDG’s Delegation of Authority and Procurement Policy, preparing commercial submissions for management and the Board Investment Committee.
  • Ensure all commercial records are filed according to TDG’s document architecture, complete, current, and auditable.

Authority and Key Interfaces

The postholder holds recommendation authority, not award authority. Tender recommendations, fee agreements, variation valuations, and final account settlements are prepared and recommended by the postholder and approved in accordance with the Delegation of Authority. Key internal interfaces include the Chief Delivery Officer, Chief Development Officer and development team, Finance, and Project and Design Managers. External interfaces involve contractors, subcontractors, suppliers, cost consultants, project management consultants, and design consultants.

Performance Indicators

  • Outturn cost against approved budget, measured at final account across the portfolio.
  • Accuracy of the anticipated final cost forecast against outturn.
  • Tender savings achieved against pre-tender estimate, balanced against any risk transfer back to TDG.
  • Timeliness and completeness of the monthly commercial report.
  • Value of claims successfully defended or reduced through contemporaneous record-keeping.
  • Time taken from practical completion to agreed final account.
