About the Role

Bechtel Corporation is seeking a Contracts Formation / Administration Specialist to join its team in Riyadh, Saudi Arabia. This contract position involves participating in either subcontract formation or administration activities, with a primary focus on ensuring subcontract compliance with project requirements. The role provides critical support for the Ar Rjum Project.

Project Overview

The Ar Rjum Project is a greenfield gold project located within the Central Arabian Gold Region. Its comprehensive scope includes three open-pit mining operations, complete with associated waste dumps and ore stockpiles, a processing plant, and tailings management facilities. The project also encompasses essential supporting infrastructure such such as water supply, power supply, maintenance facilities, offices, and both temporary and permanent accommodation villages. The project site is situated approximately 200 km north-east of Taif towards Riyadh and about 26 km south of Al Mouwayh.

Key Responsibilities: Subcontract Formation

For subcontract formation, key responsibilities include:

  • Conforming and ensuring subcontract execution.
  • Directing negotiation in the commitment of subcontracts.
  • Developing and issuing subcontracts and services agreements as assigned.
  • Preparing bidders’ lists and pre-qualifying bidders.
  • Forming and issuing bid request packages to approved bidders.
  • Coordinating bidders’ questions and providing answers to those questions.
  • Receiving and commercially evaluating bids.
  • Preparing Commercial Bid Summaries and recommendations.
  • Recommending and securing approvals in accordance with established procedures.
  • Preparing subcontract documents for execution.
  • Preparing and organizing assigned meetings, such as pre-bid, bid clarification, and pre-award meetings, to ensure complete understanding and agreement between Bechtel, the customer, and the contractor on all contractual matters.
  • Conducting meetings and preparing and issuing meeting notes delineating important statements, required actions, and schedules, after reviewing the plan and agenda with the supervisor.

Key Responsibilities: Subcontract Management

For subcontract management, key responsibilities include:

  • Implementing the Supply Chain Assignment Schedule, which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management.
  • Managing assigned subcontracts, maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinating with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters.
  • Managing moderately complex contract changes by negotiating with customer personnel and obtaining settlement.

Qualifications and Experience

Candidates for this role should possess:

  • A minimum of 5 to 10 years of relevant experience in contracts formation or administration.

This position is based in Riyadh, Saudi Arabia, supporting the Ar Rjum Project. The role is offered on a contract basis.
