About the Role

RAWAJ, a leading Saudi holding company specializing in large-scale EPC telecom infrastructure projects across the Kingdom, is seeking a Cost Accounting Manager. Based in Riyadh, this full-time role involves leading the project cost accounting function to ensure accurate cost allocation, project profitability analysis, budgeting, and financial reporting for telecom infrastructure and EPC projects.

Role Purpose and Scope

The Cost Accounting Manager will be a hands-on finance professional with strong expertise in project cost control, managing the complete project cost accounting lifecycle from initiation through final close-out. This position is critical for supporting operational and executive decision-making through timely, accurate, and insightful financial reporting, contributing to the financial health and strategic direction of complex projects.

Key Responsibilities

  • Lead the project cost accounting function across multiple telecom infrastructure and EPC projects.
  • Manage the complete project cost accounting lifecycle, including project setup, budget allocation, cost accumulation, monitoring, forecasting, close-out, and final financial reconciliation.
  • Monitor project budgets, actual costs, commitments, and cost variances to ensure accurate financial tracking.
  • Prepare weekly, monthly, and executive project cost reports, highlighting financial performance, cost overruns, risks, and corrective actions.
  • Perform project profitability analysis, gross margin analysis, and cost-to-complete (CTC) forecasting.
  • Coordinate with Project Managers, Procurement, Engineering, and Finance teams for accurate cost capture and performance.
  • Ensure proper allocation of direct and indirect project costs in accordance with accounting policies and IFRS.
  • Review project contracts and support revenue recognition, Work-in-Progress (WIP), accrued costs, and project billing activities.
  • Support project budgeting, forecasting, CAPEX planning, and cash flow forecasting for ongoing projects.
  • Monitor subcontractor costs, purchase orders, variations, change orders, and project commitments.
  • Develop and enhance project costing models, reporting dashboards, and financial analysis tools.
  • Ensure compliance with company policies, internal controls, IFRS, and Saudi regulatory requirements, including ZATCA.
  • Support monthly, quarterly, and annual financial closing activities related to project accounting.
  • Collaborate with external auditors during financial and project-related audits.
  • Drive continuous improvement initiatives for project cost controls, reporting accuracy, and financial processes.
  • Utilize ERP systems (preferably Microsoft Dynamics, SAP, or Oracle) for accurate project accounting and data integrity.
  • Lead, mentor, and develop the Cost Accounting team, fostering accountability and continuous improvement.

Required Qualifications and Experience

  • Bachelor's degree in Accounting, Finance, or a related field.
  • Professional certification such as CPA, CMA, ACCA, SOCPA, or equivalent is highly preferred.
  • Minimum 8 years of progressive experience in Cost Accounting, Project Accounting, or Project Finance.
  • Strong experience within telecom, EPC, infrastructure, engineering, construction, or project-based organizations.
  • Proven experience managing the complete project cost accounting lifecycle from project initiation through final project delivery and close-out.
  • Strong expertise in project budgeting, forecasting, cost control, WIP, revenue recognition, and project profitability analysis.
  • Experience preparing executive-level project cost reports, financial dashboards, and variance analysis.
  • Solid understanding of IFRS, project accounting principles, and financial reporting standards.
  • Experience with Saudi financial regulations and ZATCA requirements is preferred.

Technical Skills and Competencies

  • Strong hands-on experience with ERP systems, preferably Microsoft Dynamics, SAP, Oracle, or similar ERP platforms.
  • Advanced Microsoft Excel skills, including financial modeling, Power Query, PivotTables, and reporting automation.
  • Strong analytical, problem-solving, and business partnering capabilities.
  • Excellent communication and stakeholder management skills, with the ability to work closely with Project Managers and senior leadership.
  • High attention to detail, strong organizational skills, and the ability to manage multiple projects simultaneously in a fast-paced environment.
  • Demonstrated ability to improve costing processes, strengthen internal controls, and enhance reporting efficiency.
