About the Opportunity
Parsons Corporation is seeking a Director: Contracts & Commercial (DCP/Gas Infrastructure) to join its team in Riyadh, Saudi Arabia. This full-time position supports a landmark giga-project, contributing to the planning, design, and implementation of world-class assets and infrastructure aligned with the Kingdom’s Vision 2030.
Role Overview
The Director serves as the principal commercial architect and contract authority for the city’s District Cooling Plants and gas farm network infrastructure. This position is responsible for the financial viability, tariff structuring, and procurement governance, managing multi-billion-dollar commercial frameworks that connect master developers, concessionaire operators, utility providers, and large commercial/residential consumers. The role focuses on optimizing long-term off-take agreements, building cross-charge tariff recovery models, ensuring strict post-contract vendor compliance, and protecting utility asset returns over a multi-decade operational lifecycle.
Key Responsibilities
- Design, implement, and update financial tariff structures, capacity charges, and consumption rate models for District Cooling networks and specialized gas storage/distribution farms.
- Direct the commercial negotiation, enforcement, and auditing of long-term Build-Own-Operate-Transfer (BOOT) agreements, concession contracts, and multi-decade Energy Services Company (ESCO) off-take frameworks.
- Formulate financial models that optimize the city’s return on investment (ROI) while maintaining competitive utility pricing for commercial tenants, international entertainment partners, and residential sectors.
- Partner with the Service Charge Director to align specialized utility tariff structures with the city's broader community service charge and infrastructure cost-recovery systems.
- Lead post-contract commercial administration of Tier-1 international utility operators, ensuring adherence to complex commercial terms, price adjustment indices, and escalation pathways.
- Oversee variations, claims mitigation, and dispute resolution processes related to utility network extensions, load adjustments, and mechanical performance penalties.
- Partner with the Asset Lifecycle Planning (LCP) division to evaluate the commercial impacts of major capital equipment overhauls against long-term operational budgets.
- Establish and enforce commercial data governance rules within the enterprise platform, ensuring flawless mapping of individual utility asset contract values, pricing tiers, and vendor billing cycles.
- Collaborate with the SAP-EAMS Director to ensure automated smart-meter flow logs for cooling water and gas consumption seamlessly trigger accurate commercial invoicing and automated cross-charges.
- Work alongside technical asset directors (Power, Water, Waste) to evaluate the commercial feasibility of network optimization plans and supply security buffers.
- Serve as the principal commercial gatekeeper on the Stage-Gate Handover Committee, auditing all commercial risk metrics, liability handovers, and outstanding contractor claims before utility assets transition into live city operations.
- Verify that all asset warranties, defect liability bonds, and operational insurance portfolios are legally and commercially secured during the formal "Vesting" gateway.
Required Experience
- A minimum of 10 years of experience in contracts and commercial management.
- Demonstrated expertise in commercial structuring, concession contracts, tariff modeling, and high-value post-contract governance, particularly within infrastructure or utility sectors.
- Experience managing complex commercial frameworks involving multiple stakeholders and multi-billion-dollar values.
