Estimation Engineer (Civil / Mechanical / Electrical Oil & Gas)

About the Role

We are seeking an Estimation Engineer with expertise in Civil, Mechanical, or Electrical disciplines, specifically within the Oil & Gas sector. This contract position is based in Riyadh and involves preparing accurate and competitive cost estimates and commercial proposals for major Oil & Gas projects.

Key Responsibilities

• Review tender packages, scope documents, ITT documents, specifications, commercial terms, and engineering drawings.
• Estimate costs for materials, labor, equipment, subcontractors, site logistics, overheads, and contingencies.
• Perform quantity take-offs for civil/structural, mechanical/piping, or electrical/instrumentation scopes.
• Analyze vendor and subcontractor quotations for both price and technical compliance.
• Assess risks, commercial implications, and site constraints to inform bid allowances.
• Attend pre-bid meetings, conduct site visits, participate in clarifications, and engage in post-bid negotiations.
• Prepare comprehensive technical and commercial proposal submissions.
• Develop Bills of Quantities (BOQs), unit rates, bid evaluations, Requests for Quotation (RFQs), risk assessments, and cost-optimization reviews.

Qualifications and Experience

• Bachelor’s degree in Civil, Mechanical, or Electrical Engineering.
• At least 5 to 8+ years of experience in cost estimation and tendering within the Oil & Gas industry.
• Experience with relevant project contexts including upstream, downstream, petrochemical, and offshore/onshore EPC.

Required Skills and Knowledge

• Strong proficiency in estimation software (*, CCS Candy, Primavera Enterprise, Cleopatra Enterprise, CostX, specialized cost databases, or proprietary EPC databases) and advanced MS Excel (including VLOOKUP, Index/Match, Pivot Tables, and Macros).
• Solid understanding of Oil & Gas industry standards, various contract types (*, FIDIC, Lump Sum, Unit Rate, Cost-Plus, LSTK, EPC, Schedule of Rates), and procurement processes.
• Strong analytical, communication, and negotiation skills with meticulous attention to detail.
