About the Role

Qiddiya is seeking an Executive Director Planning and Regulatory (MAS) to lead critical planning and regulatory initiatives for Qiddiya City. This full-time position is based in Riyadh and requires extensive experience in urban planning and regulatory frameworks.

Role Purpose and Scope

The Executive Director will be instrumental in shaping the statutory planning control architecture for Qiddiya City. This involves translating strategic masterplans into a cohesive city-wide planning system and expanding the scope of permitting activities to support the QIC Group's operational needs. The role also encompasses designing future regulatory processes and implementing technological solutions for ecosystem management.

Key Responsibilities

• Lead the overall workstream for the development and implementation of statutory planning control architecture for Qiddiya City.
• Translate and adopt City Framework Plan masterplans into a coherent and connected city-wide planning system.
• Lead the expansion of permitting activities to support the QIC Group, including operational permits and licenses.
• Optimize current interfaces with government stakeholders to manage permitting within Qiddiya through MOUs, SLAs, and similar agreements.
• Define future permitting and licensing responsibilities for Qiddiya City.
• Design systems and processes for future permitting responsibilities.
• Design an overall technology roadmap for Qiddiya City to manage regulatory ecosystems.
• Implement the tech stack and digital systems for critical services.

Qualifications and Experience

• A minimum of 10 years of relevant experience in urban planning, regulatory affairs, or a related field.
• Demonstrated experience in developing and implementing large-scale planning and regulatory frameworks.
• Proven ability to manage stakeholder relationships and drive complex projects.

Work Location and Type

This is a full-time position based in Riyadh, Saudi Arabia, contributing to the development of Qiddiya City.
