Role Overview: Governance & Assurance Director

As a Governance & Assurance Director - City Asset Management, you will be responsible for implementing and maintaining ISO 55001-aligned asset management governance, assurance, stage gate oversight, and platform management across City Asset Management. This full-time role ensures that asset management requirements are embedded into operational strategies, readiness plans, budgets, design reviews, and handover activities prior to key approvals and stage gate decisions. The position also oversees governance activities across projects and portfolios, coordinates stakeholder inputs, manages review outcomes, and supports decision-making through the asset management platform, while leading platform management and handover documentation functions.

Key Responsibilities

• Lead and implement ISO 55001-aligned asset management governance, assurance, and stage gate processes across City Asset Management.
• Ensure asset management requirements, risks, operational readiness, and lifecycle considerations are incorporated into key project and handover decisions.
• Oversee stage gate assurance activities, providing evidence-based go, conditional go, or no-go recommendations.
• Coordinate and facilitate design reviews, ensuring operability, maintainability, cost, and performance requirements are addressed.
• Manage the capture, resolution, tracking, and escalation of review comments, risks, issues, and governance actions.
• Maintain accurate assurance records, decision logs, dashboards, and reporting to support governance and leadership oversight.
• Lead COP/DOP implementation planning, stakeholder engagement, platform management, and handover documentation control.
• Collaborate with City Operations, delivery teams, O&M teams, technical authorities, and consultants to ensure compliance and readiness.
• Apply risk-based decision-making to balance asset performance, value, cost, service outcomes, safety, and whole-life requirements.
• Drive continuous improvement of asset management governance, assurance processes, document control, and lifecycle planning through audits, lessons learned, and performance reviews.

Qualifications and Experience

• Bachelor's degree in Engineering, Asset Management, Information Systems, Operations Management, Facilities Management, Business Administration, or a related field. A Master's degree and relevant professional certifications are preferred.
• Up to 15 years of experience in asset management governance, assurance, operational readiness, handover, project controls, infrastructure delivery, or city operations, including team leadership responsibilities.
• Proven expertise in implementing governance frameworks, Stage Gate assurance, design reviews, decision tracking, evidence management, action closure, and document control across complex programs.

Required Skills and Knowledge

• Strong knowledge of ISO 55001-aligned asset management systems, lifecycle planning, operational readiness, handover processes, risk-based decision-making, and continuous improvement.
• Experience managing stakeholder engagement, governance reporting, AM platforms, COP/DOP implementation, dashboards, consultants, and cross-functional coordination.
• Advanced understanding of asset lifecycle management, infrastructure assets, renewal planning, O&M integration, value optimization, and performance, cost, risk, and service outcome trade-offs.
