Health and Safety Officer

About the Role

Al Rabie Saudi Foods Co is seeking a Health and Safety Officer to join their team in Riyadh, Saudi Arabia. This full-time position is responsible for conducting routine workplace HSE inspections, monitoring compliance with safety procedures, and reporting unsafe conditions across various operational areas. The role is suitable for candidates with 0-1 years of experience.

Key Responsibilities

• Conduct scheduled workplace safety inspections and report unsafe acts, conditions, and hazards.
• Support hazard identification and risk assessments by gathering field information and verifying control implementation.
• Monitor the application of HSE procedures, PPE requirements, housekeeping, and safe work practices.
• Check contractor activities and Permit-to-Work (PTW) compliance within assigned areas, referring permit decisions to authorized personnel.
• Report incidents and near misses promptly, preserve factual information, and assist assigned investigators.
• Record inspection findings, assign follow-up actions to responsible parties, and verify field implementation.
• Deliver or support toolbox talks, inductions, and awareness activities as authorized.
• Participate in emergency drills and report preparedness gaps.
• Observe fire and life-safety conditions and report defects to the responsible HSE function.
• Maintain accurate HSE checklists, records, observations, and routine reports.
• Encourage accurate hazard and near-miss reporting and communicate safety concerns respectfully.
• Escalate imminent danger and significant non-compliance immediately according to company procedures.

Daily Activities

• Perform daily field walk-throughs of assigned work areas and record inspection results.
• Verify machine guarding, access routes, housekeeping, storage, material handling, and PPE practices against approved requirements.
• Observe high-risk work to confirm required controls and permits are in place; stop or escalate unsafe activity within delegated authority.
• Check contractor site practices and report deviations to the responsible supervisor or permit authority.
• Attend pre-job briefings and toolbox talks, communicating site-specific hazards.
• Support the collection of incident facts, photographs, and witness details as directed, without independently assigning root causes or disciplinary responsibility.
• Update corrective-action tracking records and verify field completion, flagging recurring deficiencies for review.
• Assist with emergency evacuation exercises, equipment access checks, and assembly-point readiness.
• Report apparent fire protection system defects and follow up on assigned service requests with relevant teams.
• Maintain inspection, training attendance, observation, and permit-monitoring records.
• Provide weekly field observations and unresolved risk updates to the assigned HSE Supervisor or Safety Manager.
• Participate in site visits to warehouses, depots, and staff accommodation when assigned.

Performance Assessment

Performance will be assessed based on the quality of field inspections, timeliness of reporting, escalation of significant hazards, accuracy of records, and verified effectiveness of assigned follow-up actions, rather than solely on inspection or observation volume.

Reporting Structure and Relationships

The Health and Safety Officer reports to the assigned HSE Supervisor, or to the Safety Manager if an HSE Supervisor position does not exist, as defined by the approved organizational chart. This role involves coordination with operational departments, employees, and contractors, but does not include supervision of HSE staff.

Decision-Making Authority

This role performs routine monitoring and reporting activities within approved procedures. The officer recommends corrective actions but does not approve risk acceptance, authorize Permit-to-Work (PTW), set company HSE policy, or manage personnel unless specifically delegated in writing.
