About the Role

MEI - Backline & Orchestral Rental Services is seeking an experienced HR & PRO Specialist to join its team in Riyadh, Riyadh. This full-time position encompasses a dual function, combining the responsibilities of a Public Relations Officer (PRO) / Government Relations Officer (GRO) with those of an HR Specialist. The successful candidate will be instrumental in managing government relations, ensuring compliance, and delivering a positive employee experience across the entire employee lifecycle.

Key Responsibilities - PRO Functions

  • Manage all company documentation, staff visas, permits, licenses, and registrations, acting as the primary liaison with government bodies.
  • Oversee office/warehouse fit-out approvals from local authorities, leveraging knowledge of government portals for efficient processing.
  • Handle new applications and renewals for licenses, visas, and other government-related matters, including amendments on government portals.
  • Process sponsorship transfers, exit and re-entry visas, business visit visas, and assist with family visit and dependent visas.
  • Modify employee details in work contracts on portals and with relevant government entities.
  • Manage health insurance issuance or facilitate alternative providers.
  • Process employee contract terminations and provide guidance to the finance department on residency permit best practices.
  • Maintain up-to-date records for all company and employee-related documents, contract renewals, and license issuance/renewal.
  • Administer company affairs with government authorities including Immigration, MOHRE, Economic Department, Municipality, Chamber of Commerce, and Ministry of Finance & Industries.
  • Manage the issuance and renewal of specific licenses, certificates, and memberships (*, Car transportation, Environmental, Civil defense, Industrial city).
  • Process, record, and securely handle all government-related documents, ensuring confidentiality and compliance with data protection regulations.
  • Provide expert advice to the business and employees on all government-related formalities and procedures.

Key Responsibilities - HR Functions

  • Provide daily guidance to line management on HR functional areas including recruitment, onboarding, and employee relations.
  • Assess recruitment needs with department heads and manage end-to-end recruitment processes, from job posting to hiring.
  • Ensure compliance with labor laws and company policies throughout the employee lifecycle.
  • Support employee lifecycle management processes such as onboarding, HR orientation, relocation, immigration, termination, and leave management.
  • Prepare periodic HR dashboards, analyze KPIs and metrics, and recommend solutions, programs, and policies.
  • Update, develop, and monitor HR policies, SOPs, procedures, forms, job descriptions, and organizational charts.
  • Develop contract terms for new hires, promotions, transfers, and terminations, ensuring probation meetings are conducted.
  • Manage and resolve employee relations issues and performance concerns, escalating when necessary.
  • Maintain in-depth knowledge of legal requirements, local labor laws, and HR best practices to ensure regulatory compliance.
  • Coordinate the planning of HR initiatives and events focused on enhancing employee engagement and company culture.

Required Qualifications and Experience

  • A minimum of 5-10 years of relevant experience in HR and PRO/GRO functions.
  • In-depth knowledge of local labor laws and regulations pertaining to PRO and HR areas of work.
  • Proficiency in using government policies, procedures, and portals for visa, license applications, and document renewals.
  • Holder of a valid Driver’s License and familiarity with the local road network.

  • Excellent written and verbal communication skills in English, with professional email drafting and telephone etiquette.
  • Proficiency in Microsoft Office applications and general computer skills.
  • Strong relationship management skills and openness to feedback.
  • Ability to manage complex projects, multi-task effectively, and meet deadlines.
  • Demonstrated ability to work methodically, with a keen eye for aesthetics and detail.
  • Capacity to work under pressure, operate efficiently, and maintain composure in stressful environments.
  • A collaborative team player with a proactive approach.
