About Parsons and the Role

Parsons Corporation is seeking an HSE Coordinator Saudi National to join our team in Riyadh, Saudi Arabia. This full-time role is suitable for candidates with 0-1 years of experience who are committed to fostering a strong safety culture within a dynamic project environment.

Under the direction of a Safety, Health, and Environmental (SH&E) manager or director, the HSE Coordinator will assist project or program managers in ensuring that site-specific SH&E plans, workplaces, and operational tasks conform to Parsons' risk management practices and comply with prevailing regulatory and client SH&E requirements.

Key Responsibilities

  • Support the implementation of the Project HSE Plan, procedures, and site safety requirements.
  • Conduct routine site safety inspections and safety walks under the direction of senior HSE personnel.
  • Identify unsafe acts, unsafe conditions, hazards, and potential risks, reporting them to responsible HSE personnel.
  • Monitor compliance with approved Risk Assessments, Job Safety Analyses (JSA/JHA), and Method Statements.
  • Ensure workers follow established safe work practices and approved control measures.
  • Support monitoring of Permit to Work (PTW) requirements for applicable activities.
  • Monitor basic high-risk activities including work at height, excavation, lifting operations, hot work, confined spaces, electrical activities, and equipment operations.
  • Monitor appropriate use of Personal Protective Equipment (PPE) and check general site safety conditions.
  • Report unsafe conditions and follow up with supervisors and contractors on corrective actions.
  • Assist with maintaining safe work zones, exclusion areas, pedestrian routes, and traffic controls.
  • Participate in toolbox talks, safety briefings, and site safety awareness activities.
  • Support site induction activities for workers and visitors, and assist in monitoring worker competency and required HSE training records.
  • Verify availability and proper use of required safety equipment and emergency facilities.
  • Participate in inspections of fire extinguishers, first-aid facilities, emergency equipment, and other safety provisions.
  • Assist in monitoring safe storage and handling of materials, chemicals, and hazardous substances.
  • Support environmental requirements including waste segregation, housekeeping, spill prevention, dust control, and pollution prevention.
  • Report incidents, near misses, unsafe acts, and unsafe conditions immediately to the HSE team.
  • Assist in gathering information and evidence for incident and near-miss investigations, and support implementation and follow-up of corrective and preventive actions.
  • Maintain HSE inspection checklists, observations, photographs, reports, and supporting records.
  • Assist in maintaining HSE registers and databases, and support preparation of daily and weekly HSE reports.
  • Participate in emergency drills, evacuation exercises, and safety campaigns.
  • Support implementation of heat stress, worker welfare, and occupational health requirements.
  • Assist with contractor and subcontractor HSE inspections, and support internal, client, consultant, and third-party HSE audits.
  • Ensure HSE documents and records are properly maintained and readily available for review.
  • Promote a positive safety culture and Zero Harm approach across the project, escalating serious or imminent HSE risks immediately.

Required Qualifications and Experience

  • Basic practical knowledge of construction site safety requirements.
  • Experience in conducting site inspections and monitoring safe work practices.
  • Good understanding of risk assessments, method statements, Personal Protective Equipment (PPE) requirements, and basic HSE procedures.

Preferred Certifications and Training

  • NEBOSH IGC or equivalent certification.
  • First Aid / CPR certification.
  • Airport / airside project experience.
  • IOSH Managing Safely certification.
  • OSHA safety training.
  • Basic fire safety and emergency response training.
  • ISO 45001 awareness training.

Work Environment and Reporting Structure

This full-time position is based in Riyadh, Saudi Arabia. The HSE Coordinator will report by dotted line to a project or program manager, and directly to the Parsons corporate SH&E functional group through an SH&E manager or director.
