About the Role

Egis is seeking an experienced HSE Manager to join our team in Riyadh, Riyadh. This full-time position is critical for ensuring independent safety assurance within a complex brownfield environment, safeguarding personnel, existing operations, the environment, and the Owner's interests. The role combines strategic HSE leadership, field presence, contractor governance, and operational interface management, making it a senior position within the site-based PMC leadership team.

Key Responsibilities and Leadership

As the senior PMC Health, Safety, and Environment representative on site, the HSE Manager provides leadership, governance, assurance, and oversight of all HSE activities. This role focuses on independent assurance, ensuring compliance with project HSE requirements, Saudi regulations, international standards, and industry best practices. Key accountabilities include:

  • Implementing the HSE assurance strategy and overseeing contractor HSE performance.
  • Achieving project HSE objectives and KPIs.
  • Promoting a visible and proactive safety leadership culture, driving positive HSE behaviors.
  • Establishing and maintaining a "Zero Harm" project philosophy.
  • Conducting regular site safety walks and leadership inspections.
  • Providing expert HSE advice to project leadership.

HSE Governance and Operational Oversight

This role involves developing and implementing the HSE assurance plan, verifying contractor compliance, and managing risks associated with simultaneous operations (SIMOPS) within a live operating environment. Specific duties include:

  • Conducting audits, inspections, and compliance reviews; monitoring critical risk controls.
  • Leading HSE oversight for SIMOPS activities, reviewing plans, and ensuring coordination.
  • Providing oversight for high-risk activities such as heavy lifting, working at height, hot work, and high-voltage installations.
  • Managing contractor HSE performance, including reviewing staffing, monitoring compliance, analyzing trends, and driving continuous improvement.
  • Ensuring effective implementation of permit-to-work, isolation, and energy control systems.

Environmental, Health, and Emergency Management

The HSE Manager oversees environmental compliance, occupational health programs, and emergency preparedness to ensure a safe and healthy work environment. Key responsibilities include:

  • Monitoring compliance with environmental permits, reviewing contractor environmental plans, and conducting inspections.
  • Overseeing waste management, control of dust, noise, emissions, and protection of local communities.
  • Monitoring occupational health programs, exposure monitoring, and supporting fatigue and wellbeing initiatives.
  • Ensuring project emergency response plans are developed, maintained, and exercised, coordinating with owner teams.
  • Verifying readiness of medical facilities, emergency equipment, rescue resources, and fire response capabilities.

Commissioning Readiness and Incident Management

This role provides leadership and assurance during the transition from construction to operations, alongside robust incident management. Responsibilities include:

  • Leading participation in incident investigations, verifying root cause analysis, and ensuring corrective actions are implemented.
  • Reviewing learning outcomes and facilitating communication of lessons learned to prevent high-potential events.
  • Participating in commissioning readiness reviews and ensuring HSE requirements are integrated into commissioning plans.
  • Verifying proper control of energization and introduction of hazardous energy during commissioning and start-up.
  • Supporting operational readiness assessments and reviewing commissioning permits and safety procedures.

Qualifications and Experience

Candidates for this role should possess the following:

  • A minimum of 10 years of experience in Health, Safety, and Environment management.
  • Demonstrated experience in managing significant construction activities within live operating environments.
  • Proven ability to drive a proactive safety culture and ensure safe execution across various project phases, including construction, tie-ins, shutdowns, pre-commissioning, commissioning, and start-up.
