About the Role

WSP in the Middle East is seeking a Site HSE Manager for a full-time position in Makkah, Saudi Arabia. This role is responsible for leading and managing all Health, Safety, and Environmental (HSE) activities at the project site. The manager will ensure compliance with applicable legal, regulatory, client, and company requirements, supporting the implementation and continual improvement of the HSE Management System (HSEMS), and promoting a proactive safety culture across all site operations.

Key Responsibilities

  • Lead and oversee day-to-day HSE activities and supervision at the project site, ensuring compliance with applicable legal, regulatory, client, and project HSE requirements.
  • Support the implementation, maintenance, and continual improvement of the Health, Safety and Environment Management System (HSEMS) across site operations.
  • Conduct and coordinate site HSE inspections, audits, and compliance monitoring activities, identifying gaps and following up on corrective and preventive actions.
  • Review, develop, and update HSEMS documentation, including HSE plans, procedures, risk assessments, and work instructions.
  • Provide technical HSE guidance and support to site teams, contractors, and other stakeholders to ensure effective implementation of HSE requirements and good industry practices.
  • Engage and coordinate with the Client and relevant stakeholders on day-to-day HSE matters, compliance requirements, performance, and improvement initiatives.
  • Support regulatory compliance activities.
  • Monitor HSE performance, identify areas for improvement, and support the implementation of appropriate corrective and improvement measures.

Required Qualifications and Experience

  • Minimum 10 years of relevant HSE experience within Oil & Gas, Mining, Construction, Industrial, or similar high-risk environments.
  • Demonstrated experience in site-based HSE management and supervision.
  • Relevant experience in HSE regulatory compliance and engagement with regulatory authorities.
  • Demonstrated experience in conducting and/or supporting HSE audits, inspections, and compliance assessments.

Essential Skills and Knowledge

  • Good working knowledge of HSE Management Systems.
  • Familiarity with applicable regulatory requirements and recognised industry standards.

Work Environment

This is a full-time, site-based position located in Makkah, Saudi Arabia, requiring direct involvement in project site operations.
