About the Lead LOTO Engineer Role

Acwa is seeking a Lead LOTO Engineer to join their team in Riyadh, Saudi Arabia. This full-time role is central to ensuring personnel safety by developing, implementing, and managing the Lockout/Tagout (LOTO) and Energy Isolation Program across various project phases.

Role Purpose and Program Management

The Lead LOTO Engineer is responsible for preventing inadvertent energization, startup, release of stored energy, or operation of equipment during work execution. This involves overseeing the LOTO program during construction completion, pre-commissioning, commissioning, testing, and plant handover activities. The role requires extensive coordination with EPC Contractors, OEMs, Commissioning Teams, Construction, HSE, and future Operations personnel to ensure all isolation activities are managed effectively.

Key Responsibilities

  • Review and maintain the project Lockout/Tagout (LOTO) Procedure in accordance with project requirements, international standards, and company HSE policies.
  • Establish isolation management processes for mechanical, electrical, instrumentation, hydraulic, pneumatic, chemical, and thermal energy sources.
  • Develop isolation boundaries and an energy isolation philosophy for all plant systems.
  • Ensure compliance with OSHA, NFPA 70E, IEC, and project-specific safety requirements.
  • Review commissioning schedules and identify isolation requirements for testing and energization activities.
  • Coordinate with Construction, Commissioning, System Completion, and EPC teams to plan safe equipment release and energization.
  • Participate in System Handover and Ready for Commissioning reviews, ensuring isolations are properly planned before commencement of commissioning activities.
  • Support first energization activities for Gas Turbine Generator systems, Steam Turbine systems, HRSG systems, Electrical substations, MV and LV distribution systems, DCS and control systems, and Auxiliary systems.
  • Coordinate temporary and permanent isolations during commissioning and testing, and ensure safe management of simultaneous operations (SIMOPS).
  • Maintain LOTO registers and isolation logs, track active isolations, and provide daily isolation status reports.
  • Maintain isolation drawings, single-line diagrams, and mark-ups, and prepare weekly and monthly reports on isolation activities and compliance.
  • Deliver LOTO awareness and competency training to project personnel, conduct toolbox talks and safety briefings, and support contractor onboarding regarding project LOTO requirements.
  • Conduct routine audits of active isolations, identify and close LOTO-related non-conformances, participate in incident investigations, and recommend improvements to strengthen isolation controls.

Required Experience and Knowledge

Candidates should possess 2-5 years of relevant experience in LOTO and energy isolation programs. A strong understanding of international safety standards such as OSHA, NFPA 70E, and IEC is essential for this role.
