The Role: Senior Technical Safety Engineer for Engineering Design

Tecnicas Reunidas Saudi Arabia is seeking a Senior Technical Safety Engineer for Engineering Design to join its team in Al Khobar, Eastern Province, Saudi Arabia. This full-time role requires 5-10 years of relevant experience and involves contributing to critical safety aspects of engineering projects within an international environment.

Key Responsibilities

  • Prepare and review deliverables related to Technical Safety and Environmental aspects, including HSE Management Plans, HSE Philosophies/Specifications, and various studies and reviews.
  • Manage and review HAZOP studies, SIL Determination, Hazardous Area Classification, BAT/ALARP studies, Noise Specifications, Noise Report Management, and Emission Modelling Reports.
  • Conduct impact and emission calculations and specify safety equipment.
  • Track HSE actions and ensure compliance with international and country-specific HSE legal requirements.
  • Participate in workshops such as HAZOP, HAZID, ISD, BOW TIE, 3D Model Review, HFE Review, and Construction HAZID, providing technical safety and environmental advice.
  • Review interdisciplinary engineering documents during the engineering stage.
  • Prepare offers and budgets for projects, monitor man-hour budgets, and update project progress with weekly work plans.
  • Ensure project schedules and deliverable dates are met with high quality.
  • Prepare specifications, RFIs/RFPs, and Technical Bid Evaluations (TBE) for technical safety items.

Qualifications and Experience

  • A minimum of 5-10 years of experience in technical safety roles.
  • Demonstrated experience in Risk Analysis Studies, including QRA, FESA, COMAH, and Consequence analysis.
  • Proficiency in Physical Effects Modelling and Quantitative Risk Assessment (QRA), with experience using software such as PHAST, FLARESIM, ALOHA, EFFECTS, and EXsilentia.
  • Experience as a facilitator for workshops including HAZOP, HAZID, SIL Determination, ALARP, and ERP.
  • Experience in developing Radiation and Dispersion modelling using Flaresim or similar software for Flare Assessment (distances, emission, and radiation), including reviewing simulations, analyses, and reports.
  • A strong background in onshore facility and brownfield project experience is considered an advantage.

Required Skills and Attributes

  • Self-directed and self-motivated, with the ability to work on projects with minimum supervision.
  • Effective communicator capable of influencing key stakeholders.
  • Strong knowledge of Hazardous Area Classification, Safety Critical Elements (SCE)/Performance Standards (PS), Escape, Evacuation and Rescue Analysis (EERA), Fire and Explosion Risk Assessment (FERA), and other loss prevention and risk assessment methodologies.
  • Knowledgeable in technical safety design standards such as NFPA, EPA, NIOSH, IP, ISO, ASME, and API. Additional knowledge of Russian Normative is an advantage.
