About the Role

Parsons is seeking a Lifting Manager with strong contractor experience as an Appointed Person (AP) to join our team in Riyadh, Saudi Arabia. This full-time role involves leading and safely delivering all lifting operations for complex hospitality or mixed-use developments and construction projects within the region. The manager will ensure safe and successful execution of lifting operations, methodologies, and applications across all construction phases through to close out and demobilization activities.

Key Responsibilities

  • Manage and lead all on-site field lifting operational activities, from lifting plan preparation and method statements through to safe execution, across multiple contracts and programs.
  • Develop detailed plans, method statements, and safe systems of work across all on-site construction activities, aligning with project objectives, plans, specifications, and safety standards.
  • Supervise lifting operators, riggers, and signallers/banksmen, ensuring pre-lift briefings are conducted and all crews understand lifting plans and their specific roles.
  • Develop equipment inspection and selection processes and procedures, ensuring stringent inspection regimes and best practices for lifting plant/equipment, tools, and tackle.
  • Coordinate with site management and other trades to ensure lifting areas are clear, secured, and safe.
  • Collaborate with design teams, engineering, subcontractors, procurement, environment, and safety to integrate effective design principles that minimize unnecessary lifting movements.
  • Supervise multiple site teams and subcontractors, assigning work, monitoring progress, and recommending corrective actions for lifting operations.
  • Lead site lifting inspections, safety audits, and quality checks to ensure compliance and resolve technical issues.
  • Prepare detailed progress reports and present updates to senior management and clients.
  • Promote construction best practices, technical excellence, and client satisfaction across the project.
  • Implement and ensure compliance with safety, QA/QC, and document control protocols.
  • Represent Parsons in meetings with clients, authorities, and external stakeholders, enhancing client relationships while acting as a company ambassador.
  • Lead multi-disciplinary lifting assessments and lifting operation workshops to optimize project delivery.
  • Mentor and motivate construction team members through career guidance and participation in company-sponsored events/award initiatives.

Required Qualifications and Experience

  • Minimum of 15 years of relevant experience with extensive hands-on experience in lifting operations, lifting plan development and implementation, lifting preparation, and safe systems of work.
  • Degree in Civil Engineering / NVQ Diploma level 7 or an engineering-related field.
  • Deep understanding of LOLER, PUWER, and HASAWA; crane load charts, crane types, capabilities, and limitations; rigging methods and structural stability.
  • Demonstrated experience working with PMCM and major contractors on complex, high-value projects, typically those with more than 5 million man-hours or a total cost exceeding US $1 billion.

Required Skills

  • Superior initiative, judgment, and ability to assume total leadership of a complete large-scale program and/or multiple concurrent lifting operations across projects.
  • Strong leadership in controlling and managing site lift operations, lifting teams, and subcontractors.
  • Excellent English, written and verbal communication skills with the ability to lead meetings and report effectively.
  • Familiarity with industry standards, safety regulations, and quality assurance protocols.
  • Experience in public meetings, regulatory coordination, or working with government clients.
  • Knowledge of current and future emerging technologies and their effective utilization on projects.

Work Environment

This is a full-time position based in Riyadh, Riyadh, Saudi Arabia, focusing on large-scale construction projects within the hospitality or mixed-use development sectors.
