The Role of Operations Director Infrastructure

Bin Omairah Company is seeking an Operations Director Infrastructure to join its team in Riyadh, Saudi Arabia. This is a full-time position requiring over 10 years of experience. The successful candidate will be responsible for managing large-scale (mega) infrastructure projects and directing consulting interventions across various functional areas. The role focuses on optimizing benefits from external expertise and driving operational improvements through strategic program leadership, aligned with company strategy. This position involves complex project planning, requiring multiple negotiations at all levels, including with external bodies, and demands extensive networking across organizational and international boundaries to achieve project objectives.

Key Responsibilities

• Develop and implement project management policies, procedures, and governance frameworks to ensure effective project delivery and compliance.
• Lead and oversee the execution of mega projects and complex infrastructure programs, ensuring alignment with strategic objectives, budgets, schedules, and quality standards.
• Direct project managers and project teams, providing leadership, guidance, and performance management to achieve operational excellence and successful project outcomes.
• Manage project financial performance, including budgeting, cash flow management, cost control, billing, claims, and profitability throughout the project lifecycle.
• Monitor project progress, risks, issues, and stakeholder expectations, ensuring timely escalation, resolution, and effective decision-making.
• Build and maintain strong relationships with clients, consultants, contractors, suppliers, regulatory authorities, and other key stakeholders.
• Oversee contract administration, subcontractor performance, compliance management, claims resolution, and dispute mitigation.
• Drive continuous improvement of project management systems, processes, and third-party performance to enhance efficiency, quality, and organizational capability.
• Ensure effective communication and reporting to executive management on project performance, strategic risks, financial status, and operational challenges.
• Provide leadership in the planning, execution, and delivery of complex infrastructure and construction projects while ensuring compliance with contractual, regulatory, HSE, and quality requirements.

Internal and External Relationships

This role requires extensive interaction across various internal and external stakeholders. Internally, the Operations Director will collaborate with all departments. Externally, the role involves engagement with Clients, Agencies & Governmental Authorities, Consultants, Third Parties, Suppliers, Transporters, and Subcontractors.

Required Experience

• A minimum of 10 years of experience in a relevant field, with a proven track record in managing large-scale infrastructure projects.
