About the Operations Oversight Senior Specialist Role

The Operations Oversight Senior Specialist at the Zakat, Tax and Customs Authority (ZATCA) in Riyadh, Saudi Arabia, is a full-time position responsible for ensuring the efficient and compliant operation of security activities within ports. This role operates with minimal supervision, focusing on preparing complex reports, contributing to operational targets, and undertaking critical oversight activities to minimize deviations and uphold high standards.

Key Operational Responsibilities

  • Develop and implement plans for ports’ security operations, aligning with ZATCA’s strategic priorities and identifying gaps and best practices in coordination with ports managers and the Security Planning and Monitoring function.
  • Coordinate with relevant law enforcement authorities to mitigate operational violations on ports’ premises and drive continuous improvement in work efficiency.
  • Monitor the implementation of projects at ports, manage project documentation, and ensure proper archiving systems are in place for efficient data retrieval.
  • Conduct periodic checks and quality assurance oversight to identify operational gaps and communicate findings to the Security Planning and Monitoring function for policy and procedure updates.
  • Report technical or operational issues that may impact operations, ensuring the maintenance of high-quality standards.
  • Prepare periodical reports detailing the progress of security operations across all ports, key findings from corrective plan implementations, and challenges encountered, for relevant internal and external stakeholders.
  • Follow all relevant policies, processes, and standard operating procedures to ensure consistent and controlled execution of work.

Compliance and Performance Monitoring

  • Coordinate with internal functions to ensure strict compliance with legalized procedures for the destruction and seizure of restricted, smuggled, and unauthorized goods and products.
  • Ensure the effective implementation of corrective actions derived from KPI assessment reports and internal audit findings, in coordination with ports managers.
  • Undertake operational activities including following up on expenses, conducting analyses to identify variances against budgeted expenses, and proposing actions to minimize deviations.
  • Update related activities through digital channels and ensure all activities are documented and archived according to established standards.

Team Leadership and Support

  • Provide training to junior staff on various job activities to facilitate knowledge transfer, where applicable.
  • Offer clear direction, prioritize tasks, assign and delegate responsibilities, and monitor the workflow of subordinates and junior staff.
  • Support junior staff or direct reports in executing their duties in adherence to established policies and processes.
  • Assist in resolving escalated problems and provide necessary support to the junior team to ensure efficient task completion.
  • Escalate complex problems to the appropriate personnel to ensure proper resolution of cases and issues.

Qualifications and Experience

  • Bachelor’s degree in Management Information Systems (MIS), Business Administration, or an equivalent field.
  • A minimum of 5 years of relevant experience in a similar operational oversight or security planning role.

Required Skills and Attributes

The ideal candidate will demonstrate strong analytical capabilities for variance analysis and reporting, excellent coordination skills for liaising with internal and external stakeholders, and a meticulous approach to documentation and archiving. The ability to operate with minimal supervision, coupled with a proactive problem-solving mindset, is essential for success in this role.
