Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services for the development of the King Salman International Airport in Riyadh, Kingdom of Saudi Arabia. This state-of-the-art airport is designed to accommodate up to 120 million travelers by 2030 and 185 million by 2050, alongside million tons of cargo capacity by 2050. Bechtel's scope includes PMC services for three new terminals: Terminal 6, an Iconic Terminal, and a Private Aviation Terminal.
Role Summary: ORAT Coordinator
Bechtel is seeking an experienced ORAT Coordinator for a full-time position in Riyadh. This role is central to providing management, oversight, and support for Operational Readiness and Airport Transfer (ORAT) activities, spanning from concept development through to project completion and handover. The ORAT Coordinator will provide technical and management oversight for the planning, development, and delivery of ORAT deliverables, ensuring seamless coordination with various project teams, design and delivery contractors, regulatory agencies, and other stakeholders.
Key Responsibilities
- Support the establishment and management of ORAT Strategies and Plans.
- Sequence the ORAT phase of the project and support the planning effort for the backwards pass schedule.
- Lead the development and implementation of an integrated schedule incorporating necessary requirements, logic, and time frames for training to support airport transfer.
- Organize and lead a team to implement developed programs and processes, overseeing contractor performance.
- Engage with the regulatory approval process to understand expectations and planned involvement of authorities.
- Develop a system for measuring and reporting overall ORAT scope status.
- Establish effective relationships with contractor managers to foster a collaborative environment for knowledge and best practice sharing.
- Directly interface with the client ORAT team to plan project delivery in alignment with Operational Trials, leveraging experience in airport operational trials and their planning.
- Direct and conduct reviews to assure readiness for safely executing major events and milestones.
- Participate in project planning sessions to provide technical guidance information.
- Participate in engineering and construction reviews, management reviews, and client negotiations, providing counsel on the project's ORAT scope.
Required Qualifications and Experience
- Bachelor’s degree in engineering, construction management, or a related field with a minimum of 20 years of relevant experience.
- Alternatively, a minimum of 25 years of progressive experience relevant to the job duties is required in lieu of a degree.
- Demonstrated experience with ORAT requirements and having led ORAT operations.
- Experience managing the ORAT scope for one or more very large or complex aviation projects, or a major project with unique schedule, finance, construction, or design challenges.
- Proven experience in managing ORAT activities.
- Experience in leading teams.
- Understanding of construction processes, concepts supervision, and project handover.
Essential Skills and Knowledge
- Strong collaboration, interpersonal, and communication skills.
- Knowledge of industry and regulatory standards and design criteria across all areas of Airport Operations.
- Skill in negotiation for dealing with clients.
- Experience with the general tools and deliverables associated with successful project ORAT activities.
- Knowledge of typical industry contractor/subcontractor’s ORAT responsibilities as contained in contractor’s documents.
- Ability to manage multiple project activities simultaneously.
- Computer literate in MS Office suite, including word processing, spreadsheet, and database applications.
- Familiarity with Electronic Document Management Systems and various reporting tools.
